The Communicable Disease Bureau (CDB) within the Center for Healthy and Safe Communities (CHSC) oversees programs to respond to common infectious diseases including HIV, STD, hepatitis and TB, while also providing services for child and adult immunization/vaccination and refugee health. A number of programs are partially funded with grants from the federal Centers for Disease Control and Prevention (CDC) including HIV prevention, STD, hepatitis, TB and immunization. Within CDB, the HIV, STD and Hepatitis Section including HIV prevention, HIV services, STD and hepatitis services.
Why does the job exist?
The Hepatitis Program works to minimize the spread of viral hepatitis, reduce the negative health consequences among persons living with chronic viral hepatitis, and support surveillance of the significant hepatitis C epidemic in New Mexico. Activities that are performed statewide include oversight of hepatitis A and B vaccine delivery, testing of adults, provider training, community-based education directed to persons at highest risk, support for hepatitis surveillance and collaboration with the UNM ECHO Institute. The current focus is to lead the collaborative partnership that will achieve the goal of eliminating hepatitis C virus (HCV) as a public health threat in the state by 2030.
The HIV Prevention Programs has two parallel goals to reduce the impact of the HIV epidemic. First, the program aims to prevent new HIV infections by decreasing risky sexual and drug-using behaviors among the populations at greatest risk and expanding access to HIV Pre-Exposure Prophylaxis (PrEP). Second, it aims to increase the proportion of HIV-infected persons who know their status and are linked to HIV care and support services.
How does it get done?
Oversee activities in both the Hepatitis Program and HIV Prevention Program.
1) Monitor the program budget that consists of federal, state and other funding sources. Ensure that tracking activities are conducted on a monthly basis and compared with year-to-date expectations.
2) Ensure effective implementation and compliance on two federal grants from CDC. Submit all federal grant applications and reports by the requested deadlines. Follow up on requests from federal Project Officers, including responses to Technical Reviews or requests for information.
3) Develop, manage and monitor professional services contracts (PSC), provider agreements (PA), memoranda of understanding (MOU), Joint Powers Agreements (JPA) and other funding instruments, as applicable to program needs.
4) Supervise and promote collaboration and teamwork among health educators and other staff working in HIV Prevention and Hepatitis, including coordination with epidemiologists working in these areas.
Who are the customers?
Persons at risk of HIV infection and those who do not know their HIV status.
Persons at risk of hepatitis C virus (HCV) infection and persons with chronic HCV disease who would benefit from curative treatment.
Communities across New Mexico with disproportionate rates of HIV and/or HCV infections.
Ideal Candidate
1) Experience managing state contractual agreements including Professional Services Contracts (PSC) and Provider Agreements (PA).
2) Knowledge and expertise in infectious diseases such as HIV, STD and Hepatitis C Virus (HCV).
3) Experience developing health policies and implementing through program development.
4) Experience and cultural capacity to work with American Indian tribes across New Mexico in a culturally informed fashion.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work in an office setting with exposure to visual/video display terminal (VTD) and extensive personal computer and phone usage.
Ability to lift up to forty (40) lbs.
Occasional out-of-state and in-state travel required.
