Position Summary:
Under the supervision of Chief Judge, assist sentencing judge in creating a workable plan for the defendant to complete probation. This includes, but is not limited to: treatment goals, community service, payment of money owned, job searches, education needs and mental health counseling. All Tribal Court staff must adhere to mandated reporting laws.
Essential Duties and Responsibilities:
  • Conduct pre-sentence investigations by compiling information to provide a sentencing recommendation and accurate picture of each client's situation and needs so that the sentencing judge can pass a firm, fair and consistent ruling on each defendant.
  • Maintain a complete and accurate record of all adults and juveniles placed on probation.
  • Create and maintain an updated list of probation clients for the tribal police, local probation departments, and other law enforcement agencies.
  • Develop a supportive relationship with clients and serve as a positive role model for juvenile defendants.
  • Be on call 24/7 with law enforcement agencies to assist in probation violation status.
  • Schedule reporting dates for each client based on the client's need; monitor progress between report dates to determine compliance or non-compliance. Be prepared to discuss the compliance or non-compliance at the scheduled report time.
  • Work with juvenile and adult offenders that are referred into the Healing to Wellness Program, in the absence of the HTW Coordinator, maintain the program integrity, HTW client files and sit as a member of the HTW team.
  • Maintain an extensive network of resources to provide services to clients as needed.
  • Complete required visits to juvenile detention centers as needed.
  • Develop, implement, and utilize new and existing methods of alternative sentencing including tether, intensive probation, treatment, and other electronic monitoring devices currently in use.
  • Monitor jail and detention time served by clients.
  • Create, maintain, and provide an updated list of probation clients for billing purposes for the Court Business Manager.
  • Monitor payments of court fines and costs, provide monetary adjustment orders, and initiate enforcement actions prior to a recommendation of discharge from probation.
  • Initiate and provide evidence to support petitions to the court for successful or unsuccessful discharges from probation.
  • Notify clients in writing of formal and informal hearings to discuss possible probation violations and petition the Court for a modification of probation or a formal probation violation hearing.
  • Investigate reports of non-compliance and determine if there is evidence that a probation violation has occurred.
  • Monitor and record completion of each client's terms of probation; conduct home visits as Court ordered and work closely with other jurisdictions to ensure compliance.
  • Provide thorough and accurate quarterly activity reports for review by the Tribal Court Judge.
  • Work with other tribal organizations to develop programs that assist tribal community members in completing probation and provide services and opportunities to the tribal community as a whole.
  • Attend quarterly local state court Community Corrections board meetings as a voting member.
  • Attend interdisciplinary team meetings and wrap around service discussions, aid in efforts to coordinate services and assess defendant's needs and compliance (i.e. Healing to Wellness, Anishinaabeg Child and Family Services, Behavioral Health, Community Corrections, etc.)
  • Attend training and education to upgrade skill and job knowledge.
  • Identify possible abuse and neglect issues and report such to social services agencies; prepare written reports documenting suspected abuse and neglect.
  • Testify in court proceedings and prepare court orders as needed.
  • Attend sentencing and probation violation hearings, attend arraignment and review hearings as needed.
  • Provide accurate reports with recommendations to the court for clients requesting parole from jail or amendments to probation orders as warranted.
  • Be certified or be eligible to be certified to administer drug and alcohol monitoring equipment; interpret the results.
  • Administer drug testing kits and interpret results.
  • Organize and complete home/field visits to monitor client compliance as needed.
  • Maintain contact with juvenile placement/detention facilities; visit juveniles as needed.
  • Provide probationers with guidance personal, financial and related problems and assist clients in correcting unacceptable behavior.
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:
  • Contact with members of the organization, members of the community, and members of the general public. The purpose of the contact is to organize, and coordinate treatment goals, community services, educational needs, and counseling for defendants associated the Saginaw Chippewa Tribal Court Services.
  • Contact with youth, adults, other family members, social services, treatment agencies, federal agencies, other agencies, and providers deemed appropriate to accomplish effective service.
Knowledge, Skills, and Abilities:
  • Knowledge of criminal justice, law enforcement or correctional practices and procedures.
  • Knowledge of interviewing and intake techniques and procedures.
  • Knowledge of laws of arrest, search and seizure and evidentiary procedures.
  • Knowledge of fundamental principles of human behavior and criminal conduct.
  • Skill in preparation investigation and trial of probation/parole revocation cases.
  • Skill in investigating, interviewing and counseling probationers and parolees.
  • Skill in maintaining and managing records.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
  • Ability to represent organization in a professional manner, building respect and confidence in the community.
  • Ability to deal effectively with people in potential dangerous situations, and/or stressful situations and under pressure.
  • Ability to speak clearly and persuasively in positive or negative situations.

Physical Demands:

Work Environment:
  • Normal office, home and court environment.
  • Exposure to individuals with behavioral problems and potentially harmful situations that may require crisis management and other techniques to protect self and client.
  • Extended hours and irregular shifts may be required.
  • Travel may be required.
Minimum Qualifications:
  • Bachelor's degree in criminal justice, social sciences or related field.
  • Two years court or court related experience.
  • An equivalent combination of education and directly related experience may be considered.
  • Experience of placement of facilities and programs for adults and juveniles.
  • Excellent computer, communication, and written skills.
  • No felony or misdemeanor convictions in the past five years.
  • Must be familiar with native community and have knowledge of contemporary and traditional native lifestyles.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
License, Certification, or Special Requirements:
  • Ability to obtain HIPAA training and certification within probationary period.
  • Must have a valid State of Michigan Driver's License with the proper designation required for the vehicle utilized to perform the job duties; must be able to obtain and maintain a Tribal Driver's License and qualify for coverage by SCIT auto liability insurance carrier.
