General Information:

Since our founding in 1996, the Center for International Stabilization and Recovery (CISR), a center of excellence at James Madison University (JMU), has been dedicated to understanding and overcoming global conflict. CISR produces the industry-leading publication, The Journal of Conventional Weapons Destruction, and has hosted conferences, conducted research studies, and provided management training for organizations that clear land contaminated with explosive remnants of war. CISR’s work has expanded to include international development and capacity building projects.

CISR is seeking an Executive Director to lead the organization’s strategic mission by providing visionary leadership, ensuring CISR’s financial success, and raising the international profile of the organization. The Executive Director position reports directly to the JMU Associate Vice President of Research and Scholarship and is responsible for overseeing all aspects of CISR’s administration.

Duties and Responsibilities:

  1. Oversee dedicated staff of the Center consisting of a combination of full-time and part-time employees, graduate assistants, and undergraduate student employees and interns.
  2. Provide vision and overall leadership in furtherance of the Center’s mission and operations.
  3. Determine objectives, short- and long-range planning, and implementation of programs.
  4. Lead a robust external funding agenda and strategy.
  5. Oversee budget and management of center resources.
  6. Supervise implementation of grants, contracts, and other CISR project tasks.
  7. Maintain and strengthen relationships and foster new partnerships.
  8. Serve as a senior advisor on projects.
  9. Define and lead a research agenda for the center.
  10. Develop proposals for grants and contracts.
  11. Integrate and coordinate CISR with JMU efforts.
  12. Establish an Advisory Board and collaborate on strategic plans.
  13. Engage in collaborative leadership with CISR staff and stakeholders.
  14. Conduct global outreach initiatives.
  15. Advocate for CISR within the JMU context.
  16. Provide oversight of policies, programs, and activities of the center.
  17. Identify potential sources of funding and lead fundraising efforts.
  18. Ensure compliance with all operational requirements.
  19. Oversee evaluation for quality assurance and budget efficiency.
  20. Perform other job-related duties as assigned.

  • A terminal academic degree.
  • Proven track record of leadership and securing external funding.
  • Experience in building collaborative relationships.
  • Experience in organizing resources and managing personnel.
  • Experience leading projects in international development or humanitarian action.
  • Extensive project management and supervisory experience.
  • Commitment to community engagement and cross-cultural competence.
  • Strong record of research and publication.
  • Ability to represent the organization publicly.
  • Commitment to Intersectional inclusive excellence.
  • Strong interpersonal and communication skills.
