County Executive Director (CED)

Farm Service Agency County Executive Director (CED) Hopkinsville, Kentucky

Summary: This is a County Executive Director position employed by the local Farm Service Agency (FSA) committee(s).

Responsibilities:

1. Directing and managing program and administrative operations for one or more counties.
2. Carrying out permanent and ad hoc farm bill programs and policies established by USDA as well as crop insurance operations under policies established by the Risk Management Agency (RMA).
3. Performing farm loan program assignments based on authorities delegated.
4. Performing office and field activities as needed to accomplish program objectives.
5. Managing and directing activities of subordinate staff.

Requirements:

Conditions of Employment Qualifications:

1. Out-of-State CEDTs who have successfully completed the CEDT Program.
2. Former FSA supervisory/managerial CO or GS employees with a minimum of 52 weeks of specialized experience.
3. Current Program Analyst who has requested to remain on the STC register for a 1-year extension.

If the selectee is not a current CED or has not successfully completed the CEDT program, then successful completion of the CEDT training program is required.

Education:

1. Successful completion of one full year of graduate education from an accredited college or university.
2. One-year specialized experience equivalent to grade CO-5 or GS-5 level.
3. A combination of education and experience as described above.

Additional Information:

1. Veterans preference does not apply since this position is being advertised under Title 7 authorities.
2. Relocation expenses are not authorized.
3. This is a Title 7, Non-Federal, Non-Civil Service position.

Optional: This position may be eligible to telework up to two (2) days per biweekly pay period upon supervisory approval.
