The Role:

The Growth Manager will lead the Business Development and Capture functions of our organization. This role will lead efforts to identify, capture, and develop new business opportunities, along with growing active contracts and winning re-competes within the federal contracting space. This role requires a strategic thinker with a deep understanding of the federal procurement process, strong relationships within government agencies, and a proven track record in winning federal contracts. The successful candidate will drive the capture process, coordinate proposal development, and foster relationships with key stakeholders. This role reports directly to the President/CEO and has a career path of the BD and Capture VP.

Key Day to Day Responsibilities:

In this role, you are entrusted with bridging together growth strategies, operations, and proposals by architecting transformative strategies and directly influencing critical missions across our domain expertise of Human Capital and HR IT. As a key member of the growth team, you will provide leadership, critical thought, and a strategic mindset to winning business opportunities. You will also partner with the proposal manager, program leadership, executive team, and our SMEs to develop winning strategies, solutions, and proposals.

Capture Management:

  • Lead the capture strategy for targeted federal opportunities, conducting market and competitor analysis to identify new business prospects.
  • Develop and implement capture plans that outline strategies, timelines, and resource requirements for successful proposals.
  • Collaborate with cross-functional teams, including technical, pricing, and proposal management, to formulate winning strategies and solutions.

Business Development:

  • Identify and qualify new business opportunities through networking, market research, key decision-makers in government agencies and partner organizations, and industry events.
  • Participate in industry conferences and trade shows to promote the company's capabilities and gather intelligence on federal market trends.
  • Monitor government solicitations and funding trends to ensure timely responses to RFPs, RFIs, and sources sought notices.
  • Monitor and analyze industry trends, federal budgets, and policy changes that could impact business development efforts.
  • Prepare and present reports on capture efforts, business development activities, and pipeline status to senior management.

Proposal Responsibilities:

  • Lead the development of compliant, compelling, and persuasive proposals that effectively communicate the company's strengths and differentiators and aligns with capture strategies.
  • In partnership with the Proposal Manager, oversee the proposal schedule, materials, past performance, and pricing strategies to ensure deadlines are met while maintaining high-quality standards.
  • Work closely with the Proposal Manager, Leadership Team, Subject Matter Experts, and operations staff to collect data required for the development of proposal strategies.

Qualifications:

  • 5 years of BD and Capture experience and a solid understanding of federal government acquisition lifecycles, buying trends, budgets, and requirements
  • Proven track-record of winning $3M+ single-award, full and open opportunities, or $3M+ awards as primes/subs in multi-award environments.
  • Proven track record of year over year growth on active contracts and re-competes
  • Strong working knowledge of the Shipley-like business development and capture management processes and techniques
  • Strong understanding of winning work on BICs, GWAC, Agency MAC, and alternative contracting models (OTAs, SBIRs, etc.)
  • Strong understanding of the Federal Acquisition Regulations (FAR).
  • Exceptional strategic thinking skills and the ability to translate market and customer insights into winning capture strategies
  • Excellent written communications skills and demonstrated experience preparing marketing materials to present to government officials and potential teaming partners.
  • Excellent interpersonal and communication skills, with the ability to build and maintain relationships at all levels of the organization and with external partners
  • Strong leadership skills with the ability to motivate and guide cross-functional teams in successful capture efforts
  • Highly organized, detail-oriented, and capable of managing multiple capture efforts concurrently

Preferred Qualifications:

  • At least 3+ years' experience in a capture or BD role focused on Federal HR, HR IT, or IT Professional Services.
  • Has successfully led capture, BD, and/or proposals for federal and/or state agencies that resulted in Proven track-record of winning $10M+ single-award, full and open opportunities, or $10M+ awards as primes/subs in multi-award environments.
  • An Active Secret clearance or ability to obtain one.
  • APMP, CAP, and Shipley certification.
  • Demonstrated understanding of win themes, proposal concepts, and the business development lifecycle.
  • Demonstrated understanding of the Federal market and government proposals.
  • Demonstrated experience managing proposal resources including technical writers and proposal coordinators.
