As Director, FERC Regulatory Compliance, this role will be responsible for advancement of energy projects and the advancement of permitting and compliance associated with development of Liquified Natural Gas (LNG) projects in the United States. The position will require advanced understanding of the Federal Energy Regulatory Commission (FERC) and the complexities of energy and environmental policy. This position is located in Houston with travel to the Gulf Coast Region.
The position will provide senior leadership of FERC regulatory and permit requirements for EPC services, including supervising development and implementation of plans to ensure compliance with FERC license requirements during engineering, construction, and startup. This role is a senior member of the project leadership team responsible for building a group of staff to conduct the implementation of project environmental requirements.
Our other current emphases are on permitting and compliance for up-, mid- and downstream activities and chemicals, as well as the energy transition (such as biofuels, green hydrogen, carbon management, and renewable power). May also support our initiatives in other regions of the US and elsewhere.
Key Responsibilities:
- Support Worley’s work for energy clients and our strategic initiatives in energy transition by providing on-the-ground regulatory and environmental engineering advice and leadership.
- Senior leadership responsibilities driving the FERC process including the implementation with license environmental requirements.
- Support the FERC team to develop the implementation packages for LNG facility.
- Demonstrated ability to coordinate and work with multiple engineering disciplines, 3rd parties, construction, and commissioning groups through EPCC phases of a project.
- Interact with the broader Worley Group team to provide comprehensive environmental, engineering, and operational support to energy clients including LNG, pipelines, refining, and chemicals.
- Able to strategize, explain and convey FERC conditions to all interested parties on the project as well as advise on implications/requirements to construction activities.
- Preparation of proposals, budget estimates, and schedules for projects/work packages.
Minimum Requirements:
- BS in Environmental Engineering, Environmental Planning, Environmental Science, Chemical Engineering, or equivalent. Advanced degree(s) preferred in a relevant subject area.
- Typically, 15+ years of professional experience in industrial construction of LNG or Chemical plants.
- A working understanding of the regulatory and governmental community (such as FERC, USEPA, USACE, state and local agencies) and industry.
- Experience in preparation of the FERC Implementation Plans.
- Engineering and construction knowledge to communicate with various disciplines.
- Excellent client and agency interfacing skills; ability to work within a team with demonstrated strong interpersonal skills.
