The Training and Development Specialist 3 position is located in Baton Rouge, LA. The incumbent of this position develops and maintains a comprehensive statewide training program for all Veterans Assistance personnel within the LDVA Contact Assistance and Appeals offices. Directly supervised by Training and Development Program Manager position.
The position will be filled by a probation appointment or promotion of a permanent state employee.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in teaching; social services; counseling; engineering; administrative services; human resources; or training.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training in education, social work, counseling, engineering, business administration, public administration, or human resources will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
A master's degree in qualifying fields will substitute for one year of the required experience.
Graduate training will substitute for a maximum of one year of the required experience.
Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR) or as a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of professional experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

Function of Work:
To evaluate training needs and design a mix of predominantly intermediate level courses to a general, managerial and supervisory level of audiences.
Level of Work:
Advanced.
Supervision Received:
General from a Training and Development Staff Manager 1 or equivalent level administrator.
Supervision Exercised:
Functional over lower level Resource Development Specialists at a large facility having a Resource Development Staff Manager 1, or direct at a facility that has a training staff of only 2 positions of which this is one of the positions.

Statewide.
Job Distinctions:
NOTE: The allocation of Training and Development Specialists is based on the type of courses, audience composition and function.
Differs from Training and Development Program Manager by: Lack of responsibility of being the only trainer at a small agency or large facility, lack of responsibility for managerial aspects of the training program and complexity of courses administered.
Differs from the Training and Development Specialist 2 by the complexity of work.
Examples of Work
Designs, develops and delivers training courses.
Consults with program and unit directors to assess employee training and development needs.
Evaluates training needs and recommends establishment and/or revision of programs.
Utilizes audio visual and other training aids as required.
Organizes workshops, seminars and conferences.
Teaches a range of courses from basic to advanced to audiences of varying levels adapting the material and methods of presentation to the audiences.
May serve as chief assistant to the Training and Development Staff Manager.
