WWC Global, an operating firm of Command Holdings, is seeking a Mid-level Financial Analyst to serve on a fully funded contract supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E).

Responsibilities may include, but are not limited to:

  • Assisting the OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for OUSD(R&E), including managing internal OUSD(R&E) budget reviews, managing OUSD(R&E) change/budget proposals, managing and reviewing budget submission entries in Excel and the applicable databases, and developing and reviewing detailed budget justification material (R-Forms, P-Forms, etc.).
  • Preparing analysis and evaluations of the effectiveness of programs/operations and analyzing financial and budgetary trends.
  • Reviewing statements of work and required funding documents for approved OUSD(R&E) projects.
  • Monitoring and supporting DoD program execution, including submission of required documentation for the release of funding; follow-up on distribution of funding, monitoring obligation and disbursement rates for funded projects, and documenting annual expenditures.
  • Assisting in preparation of required documentation to support the DoD PPBE process, including but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and support documentation for Program Decision Memorandum.
  • Preparing and participating in Mid-Year reviews and other PPBE meetings as required.
  • Assisting OUSD(R&E) in identifying baseline financial processes and designing target financial and business processes and procedures to improve mission and cost effectiveness.
  • Processing financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for the OUSD(R&E).
  • Assisting in preparing audit readiness by preparing associated documentation.
  • Executing and following-up on all budgetary data calls.

Work Environment:

  • Moderate noise (i.e., business office with computers, phone, and printers) and/or occasional loud noise (airfield, large equipment).

Travel:

  • 0-10% / Minimal travel expected: offsites, meetings, training, a conference.

Basic Qualifications:

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • Six (6) years of experience in financial analysis within the Department of Defense.
  • Direct experience working within the Defense Agencies Initiative (DAI).
  • Demonstrated experience in all phases of the DOD PPBE processes.
  • Working knowledge of POM and Budget Estimate submissions within the DoD.
  • Proficient in all Microsoft Office applications.
  • Strong written and oral communication skills are required.
  • Professional proficiency in English is required.

Preferred Qualifications:

  • Direct experience working within the OUSD R&E.
  • Experience and skills in DoD acquisition and PPBE process at the DoD and/or Service component Headquarters level.
  • Knowledge of funding execution processes, DoD organization and structure, particularly R&D structure of OSD, Services, and Combatant Commands is preferred.
