AVAILABLE POSITION

Program Director of Grounds Operations
8.5 hours per day, which includes eight hours of paid work time and 30 minutes of unpaid lunch time, 52 weeks per year
Job Level 2 of the current Terms and Conditions of Employment for Program Directors
$68,257 to $83,373 per year plus cafeteria benefits plan with medical, dental, life and LTD.

PRIMARY FUNCTION

Leadership and supervision of district grounds operations and assistance with execution of district facilities operations and maintenance services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervise and execute leadership of the grounds department operations and other assigned staff consistent with the district’s mission, goals and values and the related policies, standards and procedures.
  • Assist in recruitment, interviewing, hiring processes and execute performance management for personnel assigned to the position.
  • Plan, organize and perform training consistent with district policies, standards and procedures to help achieve efficient, effective and safe operations.
  • Plan, organize and manage the care, maintenance and repair of district grounds, grounds equipment, and the site amenities.
  • Perform scheduled and non-scheduled quality control inspection of district grounds, document findings, identify recommended improvements and implement programs to schedule desired outcomes.
  • Frequently review grounds operations and implement required improvements to help achieve compliance with district’s policies, standards, procedures and budget.
  • Monitor and address compliance with regulatory agency requirements for a district grounds conditions and the execution of grounds maintenance and repair.
  • Plan, organize and manage site pavement and hard surface repairs, the snow removal and deicing operations.
  • Plan, organize and manage site pest control activities consistent with district and regulatory requirements.
  • Coordinate and manage material handling of district equipment, supplies and materials between facilities.
  • Assist other district staff with facility care and services of building systems and equipment when conditions dictate.
  • Respond to district grounds operation service inquiries, requests and complaints consistent with district policies, standards and procedures.
  • Review conditions, performance and needs of the district grounds and execute continuous improvement actions to practically address improvements.
  • Prepare and manage grounds operation budgets in recognition of the district’s mission, goals, values, capital preservation and the budget.
  • Perform other duties and assume other responsibilities as assigned.

QUALIFICATIONS

  • High school diploma or GED. Additional post-secondary education is desirable.
  • Candidate needs to reside within 30 miles of the warehouse to help address facility service and snow removal operational needs.
  • Excellent customer service skills with oral and written communication skills.
  • Supervisory skills to efficiently and effectively plan, organize and execute position responsibilities.
  • Ability to read and comprehend facility system drawings, project manuals and equipment operation and maintenance manuals and address compliance with applicable operations and maintenance recommendations.
  • Ability to utilize computer software for work order management, work performance analysis, inventory control, memos and reports.
  • Ability to perform addition, subtraction, multiplication, division and to calculate percentages, fractions, volume and weight.
  • Ability to attend work regularly and report to work in a timely manner.
  • Ability to efficiently, effectively, and safely operate grounds equipment including skid steer loaders and its attendants, front end loader and its attendants, turf mowing/aeration/sweeping equipment, dump truck, and related grounds operations equipment.
  • Ability to perform grounds department equipment maintenance and minor repairs.
  • Ability to demonstrate efficient, effective and safe operation of grounds equipment within 90 days of employment in the position.
  • Ability to visually assess condition of grounds pavement systems, turf systems, turf irrigation systems, accessible storm water management systems, grounds operation equipment, and to identify need for its service and repairs.
  • Ability to maintain a current condition database for grounds systems and equipment and their schedule for prioritized repair.
  • Ability to assemble required information and prepare request for proposals for District grounds operation and maintenance including those for pavement systems, turf systems, turf irrigation equipment, turf pest and nutrient management, snow removal, tree trimming/removals, site fencing system, and for storm water management systems.

PHYSICAL REQUIREMENTS

Routine/frequent:

  • Demonstrate best practice techniques and use of grounds equipment, tools, and materials required for effective, efficient and safe operations.
  • Climb/descend stairs and ships ladders.
  • Walk and stand on hard surfaces and rough terrain.
  • Access/travel/exit building elevated equipment systems.
  • Open/close/lock building door hardware.
  • Activate/deactivate building security systems.
  • Utilize hand tools and power tools for routine facility maintenance and service of equipment.

Occasionally:

  • Dump 50-pound waste containers into waste dumpsters.
  • Lift or push/pull of up to 50 pounds.
  • Operate floor jack material handling equipment.
  • Walk on elevated building roof systems.
  • Operate 28-foot high vertical lift equipment.
  • Access/egress to and from elevated trucks, tractors, and grounds equipment.
  • Climb/descend 24-foot extension ladder.
  • Climb/descend 12-foot step ladder.

LICENSE AND CERTIFICATION

  • Obtain and hold State of Minnesota Driver’s License Class B within 6 months of employment in the position.
  • Obtain and hold State of Minnesota Herbicide Applicator within 18 months of employment in the position.
  • Obtain and hold Certified Playground Safety Inspector certification within 12 months of employment in the position.
  • Obtain and hold State of Minnesota Boilers License, Special within 60 days of employment in the position.
  • Obtain and hold State of Minnesota Boilers License, Second Class within 18 months of employment in the position.
  • Skills development, training, logging and record keeping to obtain and hold Minnesota Low Voltage license within four years of employment in the position.
