JOB SUMMARY
As one of the fastest growing Counties in the state, it is no secret that Carver County is a great place to live, work, and play. Carver County is seeking a Design Engineer to join our Public Works team!
The Design Engineer performs professional highway and construction engineering and analysis for highway infrastructure projects, and performs related duties as assigned.
The Design Engineer is responsible for providing professional and complex highway engineering design and analysis, which may include the following: determination of data collection needs, geometric design, pavement design, hydrologic and hydraulic design, interpreting state and federal regulations, preparation of environmental permits and reports and determining right-of-way and highway easement needs. This position is responsible for the preparation of project bid documentation; including proposals, project plans and specifications, engineer's estimate and special provisions. This position may also provide assistance to maintenance projects such as crack filling and seal coating.
The Design Engineer may represent the County at project meetings and on committees involving the public and officials of federal, state and local government agencies related to specific highway projects. This position will collaborate with and may direct multiple project management teams with diverse backgrounds, while striving to meet county strategic goals.
This is a hybrid position with flexible remote and in-office schedule options. The hiring range for this position is $90,000-$120,764.80.
TYPICAL DUTIES AND RESPONSIBILITIES
• Assist the Engineering Manager by performing professional highway and construction engineering and analysis for highway infrastructure projects, and performs related duties as assigned.
• Assist the Engineering Manager in implementing projects in the Road and Bridge Capital Improvement Program to Federal Aid, State Aid and/or local standards and perform related duties as assigned. Assist in budgeting for various projects. Provide professional and complex engineering elements to satisfy accepted engineering principles, regulatory constraints, County financial limits and public participation needs.
• Advise and otherwise provide assistance to Townships and Cities on road and bridge construction projects as described by State Statutes or cooperative agreements.
• Provide assistance, training, advice and guidance to engineers, civil technicians and related staff in advanced and complex engineering principles, design procedures and practices, accepted industry standards and best management practices. Develops and implements Organization Process Assets, which may include standard design procedures, programs and processes for effective project management.
• May participate in consultant selection and reviews consultant plans to accepted County and industry standards.
• Performs and reviews complex professional engineering calculations and designs for County infrastructure improvements, which may include but is not limited to: horizontal and vertical alignments, geometrics, pavement design, typical sections, cross-sections, traffic control layouts and signing and striping design. Determines project hydrology and designs hydraulic conveyance and water quality systems. Determines, communicates, monitors and ensures data collection needs for complete analysis during design. Reviews and prepares construction plan documents, project cost estimates (engineer's estimate) and special provisions. Reviews, prepares and acquires all regulatory permits and approvals required for project initiation. Meets and confers with permitting officials in the field or office as needed. Coordinates right-of-way needs, both permanent and temporary, for projects or long range planning efforts.
• Provides technical and professional support to field construction change requests and general activities to ensure project construction will provide desired design results.
• Participates in the public project involvement process; attends public and landowner meetings to understand public concerns and to explain project design. Represents Public Works in relations with other government and permitting agencies, utility companies, businesses, citizen groups or individuals to answer questions and/or resolve complaints while carrying out projects and objectives of Public Works.
• Work with the Public Works Division Director to build and maintain the Public Works team work environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent work flow of the employee's responsibilities and the functions of the department as a whole.
MINIMUM QUALIFICATIONS
• Bachelor's Degree in Civil Engineering, Transportation or related field.
• Five (5) years related and progressive work experience.

• Equivalent combination of education and experience..
and
• Licensed as a Professional Engineer in the State of Minnesota, or the ability to obtain within six (6) months.
• Must currently hold, or be able to obtain within 24 months of employment, MnDOT or University of Minnesota Certification in the following areas: Aggregate Production Tester, Grading and Base Tester, Bituminous Street Inspector, Concrete Field Tester, Signal & Lighting, Traffic Control Supervisor, Erosion/Sediment Control Design of Storm Water Pollution Prevention Plans.
• Valid Class D Driver's License or evidence of mobility.
SCORED EXAMINATION PROCESS

Final selection for the position will include successful completion of oral interview(s), reference checks, and background investigation.
