Job Description

This is a confidential position involved in activities that include review and analysis of individual student data or personally identifiable student data. This position solves organizational information problems and requests by analyzing requirements; assisting in the design process of computer applications; recommending system controls and protocols. Communication is imperative to this position. The incumbent should have the ability to connect with diverse groups of people inside and outside of the business personnel. This position involves working closely with the Voluntary Prekindergarten, School Readiness and Information Technology teams to analyze and disseminate information in a manner that enhances the business unit’s needs.

Duties and Responsibilities

  • Ability to work with business units (partners) to identify, prioritize, clearly define and document analytical needs, while maintaining perspective on the ultimate Key Performance Indicators of the division.
  • Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
  • Designs new computer programs by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications.
  • Improves systems by studying current practices; designing modifications.
  • Recommends controls by identifying problems; writing improved procedures.
  • Defines project requirements by identifying project milestones, phases, and elements; forming project team; adhering to project budgets.
  • Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
  • Maintains system protocols by writing and updating procedures.
  • Provides references for users by writing and maintaining user documentation; providing support; training users.
  • Maintains user confidence and protects operations by keeping information confidential.
  • Prepares technical reports by collecting, analyzing, and summarizing information and trends.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  • Contributes to team effort by accomplishing related results as needed.

Knowledge, Skills, and Abilities

  • Ability to Analyze Information.
  • Highly analytical and detail oriented with strong written and verbal communication Skills Promoting Process Improvement.
  • Workplace experience with SQL required.
  • C, .NET
  • Software Design, Software Documentation, Software Development Process, Software Requirements, Teamwork, Software Maintenance.
  • Advanced Excel skills.
  • Familiarity working with extremely large data sets.
  • Solid understanding of data modeling, data warehousing and ETL.
  • Ability to communicate technical information effectively to information technology and business personnel.
  • Ability to multitask and prioritize assignments effectively, work autonomously.
  • Takes initiative, knows what needs to be done and executes with a sense of urgency, discipline and focus.
  • Capable of identifying issues related to statistical analysis, recommending options and implementing solutions.
  • Performs other duties as assigned.
