Charles County Government is currently recruiting for a Fleet Maintenance Superintendent to become a part of the Department of Pubic Works team.
Leads, monitors, and supervises the technical and professional tasks related to the evaluation, repair, and maintenance of the county's fleet. Develops, implements, and executes strategies and goals to achieve better workflow processes, measures, and results. Ensures preventive maintenance requirements, corrective maintenance issues, and work requests submitted by departments and user agencies are addressed and resolved in a safe, efficient, and quality manner, with a strong focus on customer service and in compliance with applicable codes, standards, and regulations.
Essential Job Functions
  • Plans, prioritizes, assigns, supervises, and reviews the evaluation, repair, and maintenance of the county's fleet to include, but not be limited to, vehicles, heavy equipment, small engine equipment, and snow removal equipment.
  • Designs fleet maintenance activities to include the objectives, scope, and budget. Consults with senior management or end users, as appropriate, to establish the goals, objectives, needs, or issues related to the activities.
  • Prioritizes fleet maintenance tasks into short-term and long-term activities based on risk, criticality, and resources.
  • Schedules mandatory inspections and preventive maintenance to maximize the safety, productivity, and life of the vehicle or equipment.
  • Directs work performed by employees and contractors. Coordinates and executes work procedures to meet objectives in a safe, timely, quality, and cost-effective manner.
  • Determines schedules, sequences, and assignments for Technicians based on workload, priorities, and skill of personnel. Adjusts workload as needed to optimize resources, increase efficiency and effectiveness, accommodate changing priorities, and minimize impact on current or planned activities.
  • Ensures completion of daily assignments and coordinates start times, lunch schedules, and end of shift responsibilities.
  • Provides guidance, motivation, and support for Technicians to develop, implement, and execute strategies and goals to achieve better workflow processes, measures, and results. Assists with complex diagnostic, maintenance, and repairs issues. Resolves conflicts between team members.
  • Monitors employee work levels and analyzes work performance. Reviews repair orders to confirm Technicians completely and adequately performed and documented the required work and addressed any additional safety issues.
  • Inspects and monitors work areas, examines tools and equipment for regulatory and safety compliance, and corrects unsafe conditions or violations.
  • Participates in hiring and disciplining fleet personnel in accordance with County policies and procedures. Provides or coordinates training. Ensures employees are knowledgeable of applicable codes, standards, regulations, and contracts and how to prevent, detect, and correct unsafe conditions or violations.
  • Assumes and performs the Chief's duties and responsibilities during the absence of the Chief of Vehicle Maintenance and Inventory Management and the Inventory Program Manager.
  • Obtains estimates and schedules work with outside contractors and vendors when the work cannot be effectively or efficiently performed with existing personnel and resources or as needed to meet warranty requirements.
  • Establishes or provides input for contractor qualifications and selection criteria. Participates with selection committee to interview firms and evaluate proposals.
  • Prepares, reviews, compares, and evaluates specifications, estimates, and contracts.
  • Initiates the requisition process and completes asset forms as required and in accordance with county procurement policies. Reviews invoices or reports to assess the completeness and adequacy of work performed.
  • Acts as a consultant to end users in County Departments to determine or review vehicle and equipment specifications, when requested, to assure the end user acquires vehicle or equipment that meets need or requirement.
  • Records fleet transactions and maintain records in an automated system. Prepares or reviews reports on the progress and status of activities and projects as needed or requested for management analysis.
  • Establishes productivity standards, analyzes results, and makes necessary adjustments to improve efficiency and achieve better workflow processes, measures, and results.
  • Assists with coordinating the acquisition, transfer, and disposal of County vehicles and equipment.
  • Evaluates the effectiveness of parts, accessories, tools, equipment, and vehicles, when and as needed to address safety, quality, or cost concerns.
  • Assists supervisor with annual budget process to include identifying capital investment priorities, determining operational requests, and obtaining price estimates.
  • Directs the response to roadside or offsite emergencies. Makes arrangements for towing if the vehicle or equipment cannot be repaired or operate safely.
  • Investigates accidents or injuries, prepares and submits reports, and implements corrective action on findings and recommendations.
  • Communicates with customers, vendors, contractors, regulatory or oversight agencies, citizens, and other agencies or parties in response to requests for information, to explain work requirements, or to provide guidance.
  • Provides emergency or relief assistance to Technicians, as and when needed.
  • Responsible for safeguarding assets to include vehicles, equipment, tools, and parts.
  • Performs other duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
High school diploma or an acceptable equivalency diploma (GED). Eight (8) years of progressively responsible experience in vehicle maintenance and repair, which includes supervisory experience, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Must possess a valid Commercial Driver's License (CDL), Class B is required.
Automotive Service Excellence (ASE) certifications.
Environmental Protection Agency (EPA) Section 609 Technician Certification.
Special Requirements/Qualifications:
PLEASE NOTE: THIS IS A CDL POSITION, AND EMPLOYEES IN THIS POSITION ARE SUBJECT TO RANDOM DRUG AND ALCOHOL SCREENING.
Subject to work beyond the normal scheduled hours of work.

PHYSICAL DEMANDS
The work is regularly active with periods of heavy exertion. Typical positions require employees to walk or stand for long periods; lift and carry up to 100 pounds and, when directed by supervisory personnel, lift and carry more than 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp, and turn objects; feel the size, shape, and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors. The employee needs to be agile enough to work under, in, and above vehicles and equipment.
WORK ENVIRONMENT
Work is performed in or near a fleet maintenance facility, at roadside or offsite locations, and may be outside during inclement weather.
The position works in a team environment and the employee must be willing to accept additional duties.
