Job Summary

The Programmatic Assistant Branch Chief will join the Informatics Branch within the Center for Infectious Disease (CID) in the California Department of Public Health (CDPH). IB is leading the development of innovative solutions within the CDPH data environment with the goal of enhancing interoperability of CDPH data systems and integrating these solutions with local health departments (LHDs) and other relevant public health partners. Key products within IB's scope include developing data pipelines for data collection and transfer for reportable infectious disease conditions and emerging infections, maintaining infrastructure to support and share disease surveillance data, and synthesizing and communicating these data to public health partners and the public across multiple environments.

They will combine knowledge and experience assisting teams in product and project management, user-centered design, and Agile development to achieve the vision of improving data systems and data integration. The position provides managerial, technical, and administrative guidance to program and staff and ensures timely completion of assignments. The incumbent will establish reliable, efficient, and effective methods for communication with team members and stakeholders to understand, track and report on the status of projects and performance measures. The incumbent will provide mentorship to more junior project managers and will lead outcome achievement, business case development, product vision, strategy and roadmap development, detailed product requirements and acceptance criteria development, and adoption strategies (e.g., user adoption and training).

Additionally, the Programmatic Assistant Branch Chief will be expected to facilitate improvement within the branch by establishing, regularly reviewing, and updating standard operating procedures (SOPs) and maintaining awareness of team capacity.

The Programmatic Assistant Branch Chief will work with a diverse set of stakeholders including CDPH leadership and multiple internal and external partners and contribute to problem identification, definition, prioritization, and scoping of solutions that drive technical advancement at CDPH. These partners include CID branches and programs, California Reportable Disease Information Exchange (CalREDIE), California Surveillance and Public Health Information Reporting and Exchange (SaPHIRE), California Connected (CalCONNECT), the Viral and Rickettsial Diseases Laboratory (VRDL), Information Technology Services Division (ITSD), external partners providing IT infrastructure, as well as local health departments (LHDs) and the Centers for Disease Control (CDC).

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $105,900 - $225,900 (Annual Rate).

Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training
  • Minimum 5 years of related experience (combination of Technical Project Management and Public Health ok)
  • Minimum 3+ years of lead/supervisor/manager experience
  • 1 year of work experience using Agile frameworks for information technology or data-focused teams
  • Demonstrated capacity to anticipate obstacles and plan for contingencies
  • Demonstrated attention to detail and ability to determine relevance and prioritize tasks.
  • Demonstrated effective writing skills
  • Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives
  • Proven leadership ability and effective problem-solving skills.
  • Demonstrated highly advanced organization and project management skills.
  • Demonstrated ability to effectively communicate with all levels of an organization

Preferred Qualifications

  • Experience leading a project team of information technology or informatics professionals
  • 1 year of work experience assessing department/agency needs for information technology products and design services to meet those needs
  • Working knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives
  • Work experience in public health and infectious disease surveillance or related field preferred
  • Professional certification (PMP, CSM, IAPM, etc)
