Position Description
The Project Engineer is the primary technical lead on marine construction projects, who develops and monitors work plans and schedules, designs tools and equipment and is responsible for overall quality control of the work and the implementation of process improvements to sustain competitiveness in the market. This position requires strong leadership, communication, engineering, and organizational skills, as well as a thorough understanding of construction processes and regulations.
Key Responsibilities
  • Project Support
  1. Develop, evaluate, track and update all work plans and submittals associated with projects project manager and superintendents
  2. Support of both inland and offshore marine construction projects in engineering, drafting and technical writing
  3. Own the quality control process and quality assurance of 3rd party contractors or fabricators.
  4. Draft and maintain project schedules using Primavera P6
  5. Oversea the procurement and acquisition of materials, ensuring quality control of deliveries to project
  6. Assist, project and advise on the personnel needed for upcoming jobs by evaluating specific requirements of each project in relation to current capabilities of the workforce
  7. Design (non-stamped) and oversee fabrication of specialty underwater tools and equipment
  8. Design (non-stamped) construction support equipment
  9. Ensuring permit compliance
  10. Ensuring environmental compliance
  11. Compliance with technical requirements
  • Estimates and Proposals
    1. Assist in estimating and proposals for marine construction, salvage, ROV and technical support projects
    2. Perform and report material quantity calculations
    3. Prepare, manage, and engage in bid reviews as an active participant.
    4. Review plans and specifications to complete comprehensive quantity take-offs.
    5. Identify associated costs, such as labor, materials, subcontractors, and equipment.
    6. Collaborate with Operations Managers to acquire estimates for durations, crew sizes, and equipment requirements.
    7. Identify and communicate project-specific risks effectively.
    8. Determine suitable means and methods for project execution.
  • Transitioning Successful Bids to Active Job Status
    1. Review all contracts as assigned.
    2. Collaborate with the legal team to navigate the contracting process.
    3. Negotiate and finalize subcontracts as necessary for all projects under consideration as assigned.
    4. Facilitate the transition of estimates into project budgets.
    5. Develop the Critical Path Method (CPM) schedule.
    6. Lead the submittal process and the documentation reporting required by the owner, various authorities, including but not limited to USCG, DOE, EPA, and other relevant state and local agencies.
Qualifications / Experience
  • Valid Driver's License with acceptable driving record.
  • Valid Auto insurance.
  • Experience with estimating software.
  • Experience with HCSS (preferred)
  • Experience with OCS P6 / Primavera P6
  • Experience in construction estimating and bidding.
  • Working knowledge of standard construction practices and regulations/laws.
  • Ability to engage in all stages of the estimating and bidding process.
  • Ability to interact effectively and professionally with all levels of management, clients, and government officials.
  • Proficient in verbal, written, and electronic communications.
  • Proficient computer skills, including but not limited to Microsoft Office Suite.
  • Experience in computer-aided design (CAD) and drafting. (preferred)
  • 3+ years in Marine Construction. (preferred)
  • 1+ years of estimating Small Heavy Civil Construction Projects. (preferred)
  • 2+ years in remote construction projects (preferred)
Education
  • 4-year degree; Bachelor of Science in Engineering or Construction Management preferred
Physical / Mental Requirements
  • Perform work in office and in field settings.
  • Flexibility to work any day of the week, both night and day. (as needed)
  • Willingness to travel to project sites and work approximately 60 days at a time.
  • Ability to successfully pass a pre-employment drug test and a background check.
  • Physical ability to lift, push, and pull up to 70lbs occasionally up to 12 times per shift.
  • Endurance for standing, sitting, walking, pushing, pulling, squatting, crouching, bending, stooping, crawling, kneeling, climbing stairs and ladders, repetitive reaching, and repetitive hand use for up to 12 hours per day in all weather conditions (Sun, Rain, Sleet, and Snow).

  • Travel up to 60%, domestic with the potential for international.
Compensation and Benefits
  • The pay range for this position is $85,000 to $100,000 with an uplift of $270 per day when working in the field on billable jobs.
  • Actual base compensation offered will be determined based on multiple factors, including relevant skills and experience.
