Why We Need You:
PEMCO has a dynamic and challenging opportunity for a Senior IT Program Manager to join our community. In this role, you will be responsible for leading cross-functional teams in matching technology solutions to desired business outcomes, guiding technical design, prototyping, solution development, and overall completion of strategic programs. Programs and projects managed are multi-departmental in scope, or enterprise level programs and projects with limited number of stakeholders being affected.
What You'll Be Doing:
  • Effectively leverage tools to facilitate project success, including risk and issues logs, project sites, project dashboards, and other tools as specified by the PMO. Leverage PMO tools and follow PMO standards, keeping portfolios and project plans current.
  • Ensure technical and user documentation, as well as disaster recovery documentation is complete. Manage project costs, including audits of vendor invoices to ensure accurate billing and address elevated billing issues when they arise.
  • Holistically identify and actively manage requirements across projects that may be in conflict with each other or that have dependencies on each other. Ensure they meet technical standards for cloud, architectural and data governance.
  • Identify and utilize appropriate project management methodology on all projects so team members and sponsors can expect a consistent approach to all projects led by the department.
  • Lead vendor selection process through RFPs and other methods, manage vendors effectively through vendor selection, SOW negotiation, and ensure vendors successfully meet their project deliverables.
  • Manage cross-departmental and company-wide programs, with effective communications to all levels of the organization including Executives. Ensure programs are completed on schedule, within budget and meet scope requirements of key stakeholders. Identify risks/issues and offer solutions and determine if escalation is needed.
  • Manage several projects concurrently or an overall program that spans multiple business units.
  • May elicit, gather, document and interpret complex customer and business requirements.
  • May support data governance processes and document enterprise data definitions, labels, aliases, classifications, validity and accuracy standards and acceptable uses for all project data elements.
  • Partner with business teams to discover and document information use cases and real-time operational reporting requirements for managing outcomes, operations and planning of business functions.
  • Post deployment, troubleshoot and resolve customer problems related to projects for a transition period agreed upon by the project sponsor and owning IT unit. Provide project closure, including lessons learned and metrics specific to the project.
  • Serve as a liaison, between the business and IT, providing consultation and actively engaging with business stakeholders to solve business problems and improve pre-existing process, software, and technology solutions.
  • Develop, define, maintain and execute project plans, schedules, budgets and deliverables and effectively leverage PM tools to facilitate project success.
  • Collaborate with a variety of IT and business teams throughout the life of the program and projects. Facilitate end user training as needed. Coach and mentor others on the team.
  • Accountability to ensure the technology solutions meet architectural standards and business requirements.

What You'll Bring:
  • B.A. or B.S. degree or equivalent work experience (Business Administration)
  • 6 years of experience in leading complex and/or enterprise-wide technology projects is required
  • MS Office : Skilled proficiency in Excel, Word, PowerPoint, Outlook is required
  • Communicator : The ability to communicate clearly and informatively, verbally and in writing, with colleagues, customers, and the community in both technical and non-technical professional language is required
  • Job specific : Skilled proficiency in MS Project or Smartsheet is required
  • Job specific : Skilled knowledge and demonstrated experience with multiple project methodologies is required
  • Analytical and data-driven : Thinks analytically; a structured thinker who can put complex ideas into clear frameworks; uses data to conduct root cause analysis and develops high quality, consumable, and consistent metrics that drive strategic objectives and priorities is required

Compensation:
The pay range for this role is shown below. Compensation decisions are determined based on an individual's qualifications, job-related knowledge, skills, and experience.
  • Greater Seattle area target pay range: $147,387-$180,139. The full pay range is $122,823-$204,704.
  • Outside greater Seattle area target pay range: $130,072-$158,976. The full pay range is $108,394-$180,655.
Greater Seattle Area is defined as working within approximately 100 miles of Seattle.
Outside Greater Seattle is defined as working approximately 100 miles or more from Seattle.

  • Vacation accrues at a rate of 10 days for new hires, and increases based on a schedule to a maximum annual accrual of 25 days based on tenure
  • Granted four (4) personal days immediately upon hire
  • Paid holidays for the eight (8) holidays observed by PEMCO throughout the calendar year.
  • Granted up to ten (10) days of sick leave immediately upon hire (pro-rated based on hire date and full-time/part-time status), which is approximately 28 hours more per year than the Washington state-required accrual
