We are seeking an experienced Business Analyst to evaluate agency needs, as-is and to-be business processes, and provide strategic advice on information technology solutions and nontechnical solutions.

Key Responsibilities

  • Serve as a liaison between the business programs community and the IT organization to provide technical solutions.
  • Possess expertise in supported business units and understand the IT organization's systems and capabilities.
  • Analyze business operations to identify strengths, weaknesses, and opportunities for process automation.
  • Assist in business process redesign and documentation for new technology implementations.
  • Translate high level business requirements into functional specifications for IT and manage specification changes.
  • Educate the IT organization on business directions and facilitate communication between business units and IT.
  • Negotiate agreements and commitments from initial requirements to final implementation.
  • Utilize knowledge of technological trends to enhance the enterprise's competitive edge.
  • Execute requirements development, including elicitation, analysis, specification, and validation.
  • Document and analyze business processes, data requirements, and relationships, recommending improvements.
  • Participate in requirements management processes, including change control, version control, tracking, status reporting, and traceability.
  • Provide requirements interpretation and guidance to technical and test teams.
  • Proactively identify risks, issues, and action items, leading to potential solutions.
  • Interact with internal and external organizations (vendors, government agencies, providers, beneficiaries, and other stakeholders).
  • Make recommendations for buy versus build decisions.
  • Research and maintain business rules, requirements, and models in a repository.

Required Skills

5 years of experience in government IT projects as a business analyst or related role.

5 years of experience eliciting, mining, and documenting business rules and processes.

3 Years Of Experience In Medicaid Or Healthcare.

Ability to obtain business processes and requirements information by interviewing business personnel and mining laws, regulations, and policy documents.

Knowledge of formal business process documentation.

Understanding of business modeling techniques, including graphical process flow software.

Preferred Skills

Subject matter expertise in Medicaid or other healthcare insurance (project or operations).

MMIS experience (project or operations).

Proficiency with Microsoft Office Project/Project Server.

Required Education

Bachelor’s degree in a technical, business, or healthcare field.
