POSITION TITLE: Programs Director

As the Programs Director for ANEW, you will be responsible for providing strategic leadership and direction in the development, implementation, and evaluation of different programs, such as Apprenticeship Resource Center (ARC), Career Exploration, Washington Grant for Apprenticeship, Behavioral Health among others. This role will lead a team of support service staff, with managers directly reporting to them, providing guidance, support, and professional development opportunities to ensure high-quality services. The Programs Director will lead efforts to create inclusive initiatives that address disparities and provide equitable access to social services and career exploration for youth and individuals from underrepresented backgrounds. This involves collaborating closely with industry partners, community organizations, and stakeholders to design programs that actively promote diversity, close gaps in workforce participation, and ensure fair and inclusive pathways to success. Additionally, you will oversee program evaluation, compliance, and reporting efforts to ensure program effectiveness and regulatory compliance.

ESSENTIAL FUNCTIONS

PRIMARY RESPONSIBILITIES

  1. Operational Strategy and Planning - Develop and implement operational strategies aligned with the organization's mission and goals.
  2. Program Planning: Oversee the planning and coordination of all aspects of the Social Services Programs, and YEP training program including scheduling, budgeting, resource allocation, and logistics.
  3. Operational Oversight: Provide operational oversight to a team of managers, instructors, coordinators, and outreach/recruitment staff.
  4. Budget Management: In collaboration with the CPO, develop and manage all programs budgets, including forecasting expenses, allocating resources, and monitoring expenditures to ensure fiscal sustainability and accountability. Ensure that deliverables are being met, forecast trends, and design a roadmap for reaching important programmatic milestones. Collaborate with the finance team to ensure fiscal proper reporting and timeliness of deliverables. Monitor financial performance and implement cost-effective measures to maximize resources.
  5. Recruitment and Outreach: Develop and implement strategies to recruit, including outreach to underrepresented populations and collaboration with community-based organizations, schools, and workforce development agencies.
  6. Curriculum Development: Update and oversee the implementation, and evaluation of the YEP program curriculum.
  7. Placement and Retention: Develop and work with program staff to implement strategies to enhance retention rates and facilitate successful placement of program graduates into family wage careers within the construction industry, ensuring alignment with student skills and aspirations. Manage the correct and accurate reporting and tracking of retention and placement rates.
  8. Student Support: Manage the administering of established support services for students, prospect and establish new opportunities for support services for students.
  9. Assessment and Evaluation: Develop and oversee administering of assessments to measure student learning outcomes, program effectiveness, and instructor performance. Use assessment data to identify areas for improvement and make data-driven decisions to enhance program quality.
  10. Promotion: Manage the development of marketing materials and promotional strategies to raise awareness of the program among potential students, employers, and other stakeholders.
  11. Compliance and Reporting: Ensure compliance with all relevant regulations, policies, and accreditation standards. Prepare and submit reports to regulatory agencies, funders, and other stakeholders as required. Ensure compliance with relevant laws, regulations, and industry standards.
  12. Technology Integration - Evaluate and implement technology solutions to improve organizational efficiency.
  13. Safety – Work with the CPO to develop and implement plans for emergency preparedness and safety.

  8. Career Development: Knowledge of career pathways and opportunities within the industry, with the ability to provide career counseling, guidance, and support to program participants to facilitate successful placement into family wage careers.
  9. Communication: Excellent communication skills, both verbal and written, to effectively communicate with program participants, instructors, staff, stakeholders, and the broader community, fostering collaboration and transparency.
  10. Problem-Solving: Strong problem-solving skills to identify challenges, address issues, and implement solutions in a timely and effective manner, ensuring the smooth operation of the pre-apprenticeship program.
  11. Adaptability: Flexibility and adaptability to respond to changing needs, priorities, and circumstances, adjusting program activities and strategies as necessary to meet evolving challenges and opportunities.
  12. Technology Proficiency: Comfort with using technology tools and platforms for instructional delivery, program management, data analysis, and communication, staying abreast of emerging technologies relevant to training and workforce development.
  13. Cultural Competence: Awareness of and sensitivity to cultural differences and social determinants of learning, with the ability to create culturally responsive and inclusive training programs that meet the needs of diverse populations.
  14. Advocacy: Ability to advocate for the interests and needs of program participants, particularly those from underrepresented backgrounds, and to champion policies and initiatives that promote equity and social justice in workforce development.

MINIMUM / REQUIRED QUALIFICATIONS

  1. Bachelor’s degree required.
  2. Construction/Transportation/Maritime Trades experience preferred.
  3. 7+ years in a Senior level or Executive leadership level role.
  4. Strong strategic thinking and problem-solving skills.
  5. 5+ years’ experience managing teams of 10+ full-time employees.
  6. Demonstrated success in developing curriculum, instructional materials, and assessments.
  7. Exceptional communication, emotional intelligence, and interpersonal skills.
  8. Commitment to the organization's mission and values.

CONDITIONS OF EMPLOYMENT AND OTHER REQUIREMENTS

  1. Background screening through Washington State Patrol.
  2. Ability to work flexible schedule to include evening and or weekend.
  3. Proof of citizenship or other authorization for employment.
  4. Continuation of employment is contingent upon successfully performing the work described.
  5. Continuation of this position is dependent on achievement of performance goals and availability of funding.

WORK LOCATION: ANEW Tukwila Training Center and Satellite locations as assigned.

WORK SCHEDULE: Monday - Friday

REPORTS TO: Executive Director

SALARY

This position is paid an exempt position with a starting salary range of $90,000 – $95,522.72 per year. This position is grant funded and continuation of this position is subject to continuation of funding. The starting salary is based on education and experience as per the below matrix.

Years’ experience must be directly related to this position.

BENEFITS

This position is an exempt position. The person in this position is expected to serve a 90-day probation period. Benefits will not be included until and unless the position is made permanent, which is contingent upon performance evaluation, funding, board direction, and potential re-development of the organization and its training/service delivery models. If the position is more than 30/hours per week, employer paid medical benefits will include medical, dental, and vision benefits. A portion of the medical premium is made by the employee through a pre-tax contribution at time of payroll posting. Employees at 30/hours week or greater qualify for full benefits and pay a pre-tax contribution of $80 per month. Employees at 20/hours per week pay 25% of their benefits. Employees who work less than 20 hours per week are not eligible for paid benefits. Additional employer paid benefits include: basic life insurance, vacation, sick leave, holiday pay and taxes.
