The City of Paris, Texas (est. pop. 24k) exudes charm, warmth, and a rich sense of history. Known for its friendly atmosphere and small-town appeal, Paris boasts an enviable location in the heart of Northeast Texas, offering easy access to major cities like Dallas, Fort Worth, and Texarkana.
Paris is seeking a City Manager to oversee the effective, efficient, and responsive administration of city services, drive economic development, and ensure that all city programs and operations align with the goals established by the City Council.
Leadership Opportunities
The City Council has established the following goals and opportunities for the new City Manager:
- Enhance the City’s relationship with key state and county representatives. The City Manager will maintain positive and productive relationships with other cities, Lamar County, the Paris Economic Development Corporation, the Council of Governments, State of Texas, and the community at large.
- Economic development through business development and retention planning. The City Manager will work closely with the Paris Economic Development Corporation, the Paris Chamber of Commerce, the school districts, Lamar County, and Paris Junior College and other regional economic development partners to position Paris for tax base expansion and diversification, job growth, and the development of additional community amenities.
- Promote long-term growth in the community. The City Council has established code enforcement and community beautification, including downtown redevelopment, as high priorities and will expect the City Manager to leverage city and external resources to address litter, dilapidated structures, tall grass and weeds, sign violations, and other nuisance abatement initiatives.
- Retain citizens by developing and implementing strategies to enhance citizen satisfaction and community engagement, which includes improving public services, economic development opportunities, enhancing public safety, and creating initiatives that promote a sense of belonging and pride in the community.
- Continuously enhance infrastructure by addressing deteriorating and/or substandard roadways and streets, making recommendations to the City Council in a timely manner, and effectively administering approved funds. The City Manager will build and maintain a positive relationship with TXDOT to address state highways running through the city.
- Assess the organizational structure of the municipal organization to include senior staffing, interdepartmental relationships, and adherence to the strategic plan and related goals and objectives. The Manager will ensure that exceptionally talented and effective directors are in place for each of the City’s operating departments and divisions.
- Evaluate the organizational climate and ensure that policies and procedures are in place and enforced to provide a positive and results-oriented environment, recognizing respect for and dignity of all employees, regardless of level within the City.
The City of Paris offers a market-competitive total rewards package, which includes a base salary range of $165,000 - $185,000. The City will negotiate a vehicle allowance, employment agreement, and relocation assistance with the successful candidate. Additionally, the city offers an outstanding medical, dental, vision, and life insurance package, and participation in the Texas Municipal Retirement System. According to the City Charter, the City Manager must reside within the corporate limits of the city within six months of employment.
This position requires a bachelor’s degree in public administration, engineering, business administration, finance, marketing, or a closely related field, and a minimum of ten (10) years related professional experience in a comparable or larger organization as a Director, Assistant City Manager, or comparable leadership role. A master’s degree in public administration, and Certification as a Credentialed Manager by the International City/County Management Association (ICMA) preferred but not required.
