The King County Facilities Management Division Finance Division is looking to fill the Business and Finance Officer III position, supporting our Real Estate Services division. We are looking for someone who would be able to execute financial requirements of real estate acquisitions and sales transactions to ensure compliance with agreement terms; oversee operating fund leases to ensure compliance with lease terms.
The finance professional in this role would be responsible for overseeing and implementing all the accounting, budgeting, and reporting of financial activity for the Facilities Management Division for both the Real Estate Operating Fund and the Long-Term Lease Capital Fund.
Those duties would include monitoring leases for compliance with terms of the lease agreements and providing financial analysis of the Capital Fund; preparing the biennial budget and working with PSB to review accuracy of both the Capital budget and Operating budget proposals.
This role would also be required to provide cost and revenue analysis for the Division staff and other KC agencies, including providing expertise and recommendations for the Division lease database development. The BFO III in this role is responsible for making recommendations to FMD leadership on matters related to financial processes, including making Fiscal notes on packages being submitted to King County Council.
In this role, the BFO III would assign, direct and monitor the work of the Business & Finance Officer I which includes overseeing permit billing and processing of permit payments, reviewing and approving RES invoices for payment, reviewing RES lease invoicing and directing adjustments to customer accounts as needed.
Minimum Qualifications
- Bachelor's degree in finance, business, accounting, or related field; OR an equivalent combination of education and experience.
- At least three (3) years of progressive experience in budget development, business analysis, financial reporting and forecasting, and use of enterprise-wide financial applications.
- Demonstrated experience in presenting budget information as it relates to key policy issues for resource allocation.
- Demonstrated experience in ERP/financial management systems, budget development and tracking systems, reporting systems and solutions.
- Ability to work well within a team, communicate challenges, and identify opportunities to collaborate with other team members.
- Ability to synthesize complex financial and accounting issues in simpler terms for a non-finance/accounting audience.
- Ability to identify opportunities for process efficiencies.
- Ability to plan, prioritize, and meet deadlines.
- Skilled in conflict resolution and ability to act in a tactful and diplomatic manner, especially with other divisions, auditors, and external agencies.
- Proficiency using Microsoft Office products, especially Excel (intermediate to expert level).
- Knowledge of public sector accounting and auditing, including structure, programs, funding sources, and policies.
- Federal, state and local audit requirements for grant administration.
- Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.
- Experience in cloud computing environment – Office 365, OneDrive, SharePoint.
- Understanding of the principles of equity and social justice.
