Public Works is an exciting environment committed to serving the Shoreline community through a variety of projects and programs. The Department is accredited by the American Public Works Association (APWA) demonstrating use of best practices for the industry and a dedication to continually improving/enhancing operations and project delivery. The Engineering Division within the Department is seeking one or more motivated individuals to fill the role of Engineer l and in this role become a key member of our Capital Projects Team. The Capital Projects Team is responsible for the project management, design, and construction of City Capital projects. Our team delivers an annual Capital Improvement Program of $50 million to $70 million with projects in transportation, surface water, wastewater, and facilities.
With this posting we are seeking to fill one or more Engineer I - Capital Projects positions. The individual(s) selected for these positions will directly support one or more Engineer ll's or Engineer Ill's through all stages of project delivery with opportunities to function independently in managing projects or element of projects, programs, and initiatives.
The most immediate need for this/these individual(s) is support to one or more of the City's large complex corridor projects (N 145th Street Corridor and 1-5 Interchange, N 175th Street Corridor Improvements, N 145th Street Corridor Phases 2 and 3) or other projects such as the 148th Street Non-Motorized Bridge. This position will participate in project prioritization (including equity and climate impact mapping), project planning, financial forecasting and tracking, design, construction administration, and program management activities. The successful candidate will be a team player, be adaptive and adept at identifying and solving problems, and be committed to customer service and the community.
DEFINITION
Perform advanced-level technical engineering support services and mid-level professional engineering design, review and construction management functions. Duties and responsibilities can include but are not limited to engineering design, construction management, cost estimating and scheduling, and project management. Establishes and maintains cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provides highly responsible engineering support to City departments.
DISTINGUISHING CHARACTERISTICS
This is the first level within the Engineer classification series and is distinguished from the Engineer II by the greater level of direction received from senior staff and management and the lesser complexity of duties assigned. Employees in this classification perform advanced engineering support tasks on an independent basis, and perform engineering design, review and construction management tasks under the direction and guidance of senior engineering staff or management.

EXAMPLES OF DUTIES
ESSENTIAL AND MARGINAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions :
  1. Complete basic design projects under the direction of assigned staff.
  2. Assist in designing and managing complex capital projects.
  3. Manage basic transportation, surface water, wastewater and facilities projects independently and/or under direction of assigned staff.
  4. Identify calculation methodology and perform engineering calculations.
  5. Assist in preparation of designs, contract plans and details using computer aided design (CAD) or manual methods.
  6. Conduct field inspections to assess system function and design. Prepare work orders to correct defects and deficiencies.
  7. Assess and review road, traffic, drainage and environmental studies for assigned projects.
  8. Assist in preparing project scope of work, budget and schedule; assist in preparing and applying for permits.
  9. Develop or assist development of bid specifications and solicit bids for assigned work.
  10. Investigate field and off-site conditions for projects. Determine appropriate codes and requirements that are relevant to the project. Investigate complaints or inquiries.
  11. Assist in the review of contract submittals and maintain documentation records for projects.
  12. Conduct construction, maintenance and compliance inspections under the direction of senior staff. Assist in the review of contractor's compliance with construction procedures; check materials for proper approval, certification with contract specifications, and other contractual requirements and apply enforcement methods as assigned.
  13. Evaluate and analyze environmental documents or help prepare these documents.
  14. Read, locate and plot legal descriptions of property and easements.
  15. Conduct surveys, keep field notes, operate levels, data collectors and perform survey calculations.
  16. Participate in the analysis, interpretation and application of relevant federal, state and local laws and regulations.
  17. Plan, conduct and evaluate the results of field materials tests.
  18. Communicate with residents; analyze engineering and service issues and prepare reports, memos and/or public correspondence.
  19. Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.

QUALIFICATIONS
Knowledge of:
  • Engineering design for roadway, surface water, wastewater or other infrastructure projects including Washington State regulatory requirements and/or design standards.
  • Mathematical analysis.
  • Drafting techniques using manual or Computer Aided Design (CAD) systems such as AutoCAD Civil 3D and Geographical Information Systems (GIS) such as ArcGIS.
  • State and local design standards including WSDOT/APWA Standard Specifications.
  • Computer applications for word processing, spreadsheets, presentations and databases.
  • Construction management techniques and principles, including inspection and enforcement
  • Contract administration techniques and principles, including bid-specification development techniques and principles.
  • Familiarity with methods and procedures for managing State- and Federally-sourced grant funding including WSDOT Local Area Guidelines.
  • Pertinent Federal, State and local laws, codes and regulations.
Ability to:
  • Participate and work effectively in an organization committed to advancing principles and practices of equity and anti racism.
  • Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design and construction.
  • Assist in community outreach efforts by facilitating public meetings, responding to inquiries, and preparing website information.
  • Oversee and participate in the management of a comprehensive capital projects program. Review development plans and specifications.
  • Develop or review project plans and specifications using AutoCAD Civil 3D, AutoTurn and similar software.
  • Inspect work for completeness and proper work methods.
  • Assist in oversight of individual City capital improvement projects.
  • Assist preparation and review of engineering estimates for a variety of projects, including design, administration and construction cost.
  • Monitor grant funding through internal and external reporting and records management and maintenance.
  • Coordinate the work of consultants and other project staff.
  • Perform and/or prepare engineering calculations and design roadway, surface water and wastewater projects.
  • Work independently or within a team.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both verbally and in writing.
  • Establish and maintain cooperative, effective working relationships with those contacted in the course of work.
  • Learn and apply Lean and continuous improvement principles and techniques.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience :
One to three years of experience designing, supporting, or managing infrastructure projects in transportation, surface water, wastewater or facilities.
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning or construction management.
License or Certificate:
Registration Preferred:
Valid registration as an Engineer-In-Training Certification in the State of Washington or ability to obtain registration in Washington State within 6 months after the date of hire.
Certification Preferred:
Project Management Professional (PMP) or Certified Associate of Project Management (CAPM) issued by the Project Management Institute, or the ability to obtain the Certified Associate of Project Management (CAPM) within six months of hire.
License Required:
Valid state-issued driver's license

Conditions Of Employment:

Environmental Conditions:
Office environment; frequent travel to project sites for meetings or project observation; exposure to computer screen.
Physical Conditions:
Essential and marginal functions require walking, standing or sitting for prolonged periods of time and observations in the field; communication with high level staff and community members; near visual acuity for computer work and reading plans.

All benefit allocations are pro-rated for part-time regular staff.
Each full-time regular employee receives Tier I allotment per month to buy benefits for themselves and family members, including domestic partners.
