Position Summary
Public Health - Seattle & King County (PHSKC) is seeking a Disability Equity and ADA Manager (Project/Program Manager III) who will bring their lived experiences as well as their technical knowledge to provide subject matter expertise and policy guidance to the Office of Equity and Community Partnerships in the Director’s Office of Public Health – Seattle & King County. The position will support Public Health in furtherance of its commitment to providing equitable and accessible services in all of its programs and services by applying their knowledge of Title II of the ADA. The person in this position will lead a self-evaluation and transition plan of current services, policies and practices that do not or may not meet the requirements of Title II. The Disability Equity and ADA Manager will ensure that the needs of people living with disabilities are incorporated into the department’s work to reduce and eliminate racial/ethnic disparities, as well as disparities for people with disabilities.


Work Schedule
Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is Exempt from the provisions of the Fair Labor Standards Act.


Work Location
The work for this position will be performed hybrid, predominantly via telecommuting, with occasional onsite work. The base for this position is the Chinook Building, located at 401 5th Ave, Seattle, WA, 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Applying equity, racial and social justice principles is a daily responsibility and foundational expectation for all King County employees. As the Disability Equity and ADA Manager, this position will:

  1. Advise PHSKC divisions on universal design and compliance with Title II of the ADA, Section 504 of the Rehabilitation Act, and relevant federal, state, and local laws in their administration and operation of public services and programs.
  2. Lead PHSKC in the planning, development and execution of its self-evaluation and transition plan of current services, policies and practices that do not or may not meet the requirements of Title II.
  3. Provide support to staff and ADA liaisons in the delivery of services to clients and customers with disabilities, including requesting reasonable modifications.
  4. Focus on ADA and Disability Equity for the department as a whole, though in the first phase there will be an explicit and deeper focus on Jail Health Services.
  5. Serve as Title II Coordinator for the department and develop a Title II grievance process for receiving and resolving ADA complaints from the public.
  6. Work with community partners and the public to advance disability equity and justice issues.
  7. Create written documents and guidance including educational materials for PHSKC workforce on the requirements of Title II of the ADA, universal design, and disability equity.
  8. Coordinate closely with other departments, such as the Department of Adult and Juvenile Detention as well as the Office of Equity, Racial and Social Justice in the Executive’s Office.
  9. Respond to emergent and emergency public health issues focused on accessibility and disability equity.
  10. Other duties as assigned.

Our ideal candidate will demonstrate the following (Minimum):

  1. Knowledge and application of Title II of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and other local and federal civil rights laws.
  2. Proven leadership and technical experience in supporting and advocating for the rights of people with disabilities.
  3. Experience working with persons with disabilities, BIPOC, low-income communities and access and functional needs.
  4. Experience in project management, planning, training, community engagement and partner relations.
  5. Experience in policy analysis and policy development using a racial equity and disability framework.
  6. Experience in public health, public administration, health policy, social work, or related field.
