A vacancy exist in the Bureau of Behavioral Health, Department of Health and Human Services.

Examples of Duties
Under general supervision, provides diagnostic assessment, treatment planning, and skilled counseling to individuals participating in a substance disorder treatment program and provides skilled counseling to individuals with other problems stemming from alcohol or drug abuse such as codependency and children of alcoholics.
  • Interviews and evaluates new clients with complex problems relating to alcohol and other drug use.
  • Performs specialized evaluations and makes treatment recommendations for the criminal justice and court system.
  • Conducts specified assessments related to incarcerated individuals and for attorneys.
  • Prepares and implements treatment plans.
  • Prepares all necessary forms and reports for the case/medical record.
  • Monitors client progress through the course of treatment, reevaluating and adapting the treatment plan at required intervals.
  • Monitors dually diagnosed clients and makes referrals to mental health providers as appropriate.
  • Conducts substance use educational programs for clients and other interested parties.
  • Conducts required assessments for referred individuals.
  • Leads a variety of counseling groups for individuals in various stages of recovery from substance use or those with related concerns.
  • Provides individual counseling for complex cases as needed.
  • Participates in staff conferences and serves as a member of the treatment team.
  • Maintains medical records and files, including reports of client activities.
  • Recommends and arranges referrals when necessary.
  • Provides evaluation and individual and group treatment to individuals with substance use disorder who are incarcerated at the Baltimore County Detention Center.
  • Provides re-entry services to include linkage to treatment and other resources for individuals transitioning from the Baltimore County Detention Center to the community.

Possession of a valid Certified Associate Counselor-Alcohol and Drug (CAC-AD) certificate, or a Certified Professional Counselor-Alcohol and Drug (CPC-AD) certificate, or a Licensed Clinical Alcohol and Drug Counselor (LCADC) certificate, or a Licensed Clinical Professional Counselor (LCPC) certificate issued by the Maryland Board of Professional Counselors and Therapists.
Licenses and Certificates
Possession of a valid Certified Associate Counselor-Alcohol and Drug (CAC-AD) certificate, a Certified Professional Counselor-Alcohol and Drug (CPC-AD) certificate, a Licensed Clinical Alcohol and Drug Counselor (LCADC) certificate, or a Licensed Clinical Professional Counselor (LCPC) certificate issued by the Maryland Board of Professional Counselors and Therapists is required at the time of application.
Some positions may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license.
All licenses and certifications must be maintained throughout employment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment

Physical and Environmental Conditions
The work of this classification is essentially sedentary with occasional walking, standing, lifting or other restricted physical activity. Positions may require traveling between work sites.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
