PROJECT OVERVIEW:
The Mississippi Department of Employment Security, Division of Unemployment Insurance (MDES UI) is seeking a project management contractor to lead the planning, managing and implementation of the following:

Enhanced Contact Center Solution
Interactive Communications Platform
Off-Line Applications
Tiger Team UIPL 11-23
Establishment of Claims Risk Scoring - Expand IDH Functionality
Claimant Portal Enhancements
UI Online Application Language Access
Integrity Grant UIPL 11-23
Increased Utilization of SIDES through additional modules
Claimant Communication Reminders
Benefit Year Ending Wage Auditing Processes/Program
MS - UIPL 11-23 IT Modernization
Correspondence Redesign - Employers - including plain and multiple languages
BOTs, Automation and Nano Videos
Modernization and Streamlining of Reporting
ReEmployMS Modernization and Microservicing
The project management office will coordinate and oversee all project management activities related to the implementation of the above-identified projects.4
BACKGROUND:
The MDES UI secured funding through several grants issued by the United States Department of Labor, including ARPA Integrity (UIPL 11-23), ARPA Tiger Team (UIPL 11-23), Equity (UILP 23-21), and ARPA UI Modernization (UIPL 11-23) to implement the projects identified above. Unemployment Insurance (UI) is a joint state-federal program that provides weekly benefits to eligible workers. UI benefits are intended to provide temporary financial assistance to unemployed workers who are unemployed through no fault of their own. MDES UI provides unemployment insurance services to approximately 6,300 participants
monthly. MDES UI must comply with Federal and State guidelines and reporting requirements. MDES UI also provides unemployment insurance services to approximately 67,000 employers quarterly.
REQUIRED EXPERIENCE
This position requires a minimum of ten (10) years of experience performing IT project management functions for large scale, enterprise business initiatives, including leading, advising, assisting, and/or reviewing the work of other project staff members.
Company or individual demonstrates within the last five (5) years the successful project management of a complex project for a UI state agency.
Company or individual demonstrates within the last (2) years the successful management of a complex project for the United States Department of Labor or USDOL State Workforce Agency Concentration.
Company or individual demonstrates knowledge and experience with USDOL UI program and conformity requirements.
Experience implementing technologies that enhance Unemployment Insurance programs that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, business systems and enterprise software applications.
Experience in project planning, scheduling, scope, and risk management, status reporting, change control issues and resolution.
Knowledge of the Project Management industry best practices for service/systems creation and development.
Project Management Professional (PMP) certification.
Preference to have one team member with Juris Doctorate degrees review project plans for all identified implementation projects to ensure MDES UI continues to conform with required Federal and State law when
implementing the identified projects above.
PREFERRED QUALIFICATIONS:
Demonstrated effective communication skills in technical and report writing, public speaking, and communicating technical details to non-technical people.
The ability to handle numerous projects, prioritize, delegate, and escalate appropriately.
Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and Software as a Service (SaaS) solutions for the business.
Experience with creating procurement documents and contract initiation and management.
Ability to ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution and other project management controls and practices.
Ability to work with a diverse team, resolve interpersonal conflict, motivate, and develop team members, and influence stakeholders and key decision-makers.
Experience mentoring or coaching other project team members.
