DEPARTMENT

The City Manager's office is housed within the Administration Department and directs, oversees, coordinates, and supports the efforts of all City Departments ensuring that City Council policy and direction is carried out. The City Manager's office is comprised of a friendly, dynamic, and high-level functioning group of individuals that thrive and foster collaboration and innovation. Under the direction of the City Manager, the following divisions report to the Deputy City Manager: City Clerk, Public Safety, Government & Community Relations, Human Resources, and Information Technology. Each division has its own personality and internal work dynamics that are effective, accountable, and inclusive of City Council goals and initiatives. Public safety services are provided by the Los Angeles County Sheriff's Department and the Los Angeles County Fire Department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Deputy City Manager and supervises staff within the Public Safety Division. Serves as a liaison to the Los Angeles County Sheriff’s Department and the Los Angeles County Fire Department.

POSITION

Under general direction, the Public Safety Manager is a non-sworn, represented position which supervises staff and performs complex professional and administrative functions related to various emergency management programs, public safety programs, and issues, including coordination and management of the City’s Public Safety Division; serving as liaison to the Los Angeles County Sheriff’s Department and the Los Angeles County Fire Department. Coordinates with public safety issues with various governmental agencies and social service agencies; contract oversight of all law enforcement services or other supplemental services that enhance public safety; developing, distributing and presenting staff reports and other reports related to various public safety issues; coordinating meetings with various groups including homeowner’s associations; developing and initiating policy for various programs; and evaluating, developing, implementing and overseeing various public safety programs in coordination with City Council and Public Safety subcommittee.


CLASS CHARACTERISTICS

The Public Safety Manager manages the Public Safety Division under the City Administration Department. This class is responsible for performing complex managing public safety operations staff, determining priorities, and overseeing both administrative and field operations. This position also provides supplementary support to the Los Angeles Sheriff’s Department and Los Angeles Fire Department that enhance public safety.


IDEAL CANDIDATE

The ideal candidate for this position will demonstrate experience including strong note-taking and report writing skills; ability to follow procedures on handling confidential or highly sensitive information; management of multiple conflicting priorities; professional report generation; and facilitation of communication between numerous parties. Exemplary communication skills (both written and oral) evidenced by a background in preparing comprehensive reports and executive summaries incorporating complex, technical information.

The ideal candidate will lead and manage staff which includes coordination of training, scheduling, assigning, assessing, and staff development.

EXAMPLES OF TYPICAL FUNCTIONS (Illustrative Only)

  • Carries out supervisory responsibility in accordance with policies, procedures, and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; and addressing complaints and resolving problems;
  • Plans, coordinates, assigns, and monitors performance and coaches, trains, and advises employees in the division on or the dual goals of meeting division goals and employee career development; assists staff in the completion of assigned tasks;
  • Represents the City and serves as a liaison and/or member of various committees, commissions, boards, teams, task forces, etc., including: collaborating, persuading, and/or negotiating with others to coordinate efforts and maintain cooperative and efficient relations;
  • Develops public safety budgets, including reviewing all Los Angeles County Sheriff’s Department budget expenditures; administering and tracking budgets; analyzing costs; conducting research; preparing projections; and monitoring funds;
  • Manages reviews, resolves problems, and makes recommendations with contracts for various public safety services, including but not limited to: Los Angeles County Sheriff’s Department; monitoring expenditures; reviewing quality and timeliness of work; coordinating work with contract service providers;
  • Establishes a performance monitoring and evaluation system for public safety services in Rancho Palos Verdes and prepares periodic reports, as requested by their supervisor, on the extent to which the providers are achieving established goals and objectives; compiles data, reviews statistics, and prepares and presents technical reports and policy analysis on issues related to contract services, crime, public safety, crime prevention, and community safety;
  • Designs, develops, and supervises implementation of a comprehensive neighborhood based crime prevention and police community relations program;
  • Develops, implements, and recommends marketing strategies including education programs, special events, and activities that address safety concerns and meet community needs; coordinates with the Los Angeles County Sheriff's Department on a variety of crime prevention activities and programs;
  • Provides technical information regarding crime prevention and community safety; recommends and implements current policies and procedures related to those elements; review and resolve difficult and complex community safety issues; researches and makes recommendations on new ordinances;
  • Prepares and/or oversees staff in researching, drafting, and writing staff reports; reviews agenda items prior to presentation to Council or other committees or boards;
  • Oversight of the Turbo Data Parking Citation System; appeal process and organizing hearing officer appeals;
  • Oversight of the Homelessness Taskforce;
  • Oversees the coordination and facilitation the activities of City staff in planning and preparing for response to emergency occurrences, developing and implementing City response plans including Hazard Mitigation Plan;
  • Ensures the City's Disaster Preparedness Plan is maintained in accordance with State law, and designing, planning, and conducting exercises to test the City's emergency response readiness capability and training staff;
  • Performs other duties as assigned.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Bachelor’s degree from an accredited four-year college or university in a related field; and, a minimum of five years of experience working for a public safety/law enforcement agency. The ability to read, write, and speak clearly, concisely, and effectively in the English language, and to use proper English composition, grammar, spelling, and punctuation is required.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
  • Possession of or ability to obtain a California PC832 certificate.

QUALIFICATIONS

Knowledge of:

  • Operational characteristics, services, and activities of a public safety program;
  • Administrative principles and practices, including goal setting and implementation;
  • Management of staff and activities, either directly or through subordinate supervision;
  • Applicable state, federal and local ordinances, codes, laws, rules and regulations and legislative issues;
  • Principles and practices of public administration, including knowledge of government organizations and operations;
  • Emergency/Disaster Preparedness policies and strategies including the Specialized Emergency Management System (SEMS) or Incident Command System;
  • Principles, methods and techniques of contract administration, negotiations, monitoring and evaluation;
  • Principles, practices, and techniques of effective customer service and collaborative problem solving;
  • Philosophies of law enforcement staffing;
  • Principles, practices, and techniques of community oriented policing and crime prevention;
  • Principles and practices of budget preparation and administration;
  • Methods and techniques of research, statistical analysis, and report preparation;
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:

  • Oversee and participate in the management of a comprehensive public safety and services program;
  • Plan, organize, assign, direct, review, and evaluate the work of staff;
  • Select and motivate staff and provide for their training and professional development;
  • Communicate orally and in writing with staff, the public, City, and other government officials in order to give and receive information in a courteous manner organize work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum level of direction;
  • Use a computer and appropriate computer applications to perform the essential and important functions of the job;
  • Read and understand complex legal and technical writing;
  • Perform mathematical calculations at the appropriate level;
