FSDB is nationally recognized for its comprehensive educational services, designed for the unique communication and accessibility needs of students. FSDB also provides educational outreach programs for children ages 0-5 and their families. The FSDB experience provides students with the edge to do more, be more, and achieve more.How you will make an impactThis is a confidential accounting position that reports directly to the Comptroller of FSDB in all matters related, but not limited to, travel reimbursements, purchasing cards and disbursement invoices.Having knowledge of and following GAAS and GAAP, independently audits all travel reimbursement vouchers, travel related disbursement, accounts payable invoices and all other types of disbursement invoices, as assigned, for compliance with state statutes, CFO/Department .of Financial Services rules and proper organizational funding codes for FLAIR/PALM/STMS, MyFloridaMarketPlace and/or BOA Works, as required. Processes for payment through data entry and reconciles/balances FLAIR/PALM/STMS and/or MyFloridaMarketPlace reports, as required. Maintains Purchase Order and Encumbrance records for disbursements in FLAIR/PALM, as required. Updates the Encumbrance Subsidiary Ledger, as required. Audits various types of disbursements invoices and contracts for compliance with state statutes, Dept. of Financial Services Rules, and proper coding for FLAIR/PALM, MyFloridaMarketPlace, and/or BOA Works as required. Processes for payment through data entry and reconciles/balances FLAIR/PALM/STMS, MyFloridaMarketPlace, and/or BOA Works reports, as required. Communicates with vendors and Purchasing Department/FSDB Staff to resolve discrepancies and disputes. Reconciles vendor statements and resolves discrepancies. Reconciles purchase orders with FLAIR/PALM and/or MyFloridaMarketPlace, as required, and the Budgets & Grants Office. Functions as Exception Handler/Invoice Manager in MyFloridaMarketPlace, as assigned. Creates Invoice Reconciliations, accepts or rejects variances between Invoices, Receipts and Disbursement Orders, disputes invoice line items and resolves differences by communicating with Purchasing Dept. staff and vendors. Approves or rejects invoice exceptions, as required. Resolves exceptions and disputes. Independently provides instruction and training on travel rules, regulations and policies. Conducts independent audit analysis and review, advises Comptroller of issues requiring further investigation.Independently audits all purchasing card expenditures and processes payments in the BOA Works purchasing card program as Accountant. Reconciles and researches purchasing card expenditures against travel requests, purchase orders, travel reimbursement vouchers and itemized receipts/invoices to assure proper payments. Reconciles vendor statements and resolves discrepancies. Maintains purchasing card and travel logs to assign voucher numbers and maintain consistency.Provides interpretation and instruction to vendors and staff regarding requirements for compliance with State Statues, Department of Financial Services and Department of Management Services Purchasing Rules and Regulations. Prepares and processes Affidavit for Duplicate Warrants, Attesting to Forgery, Stop Payment Requests and Warrant Cancellations. Posts Accounts Payable and Certified Forward data to FLAIR/PALM and/or MyFloridaMarketPlace, as required. Reconciles Purchase Orders with FLAIR/PALM and/or MyFloridaMarketPlace, as required, and Budget Department. Reconciles information with FLAIR/PALM and/or MyFloridaMarketPlace reports. Provides back up for the other staff, as assigned.Other Duties as assigned and participate in cross-training opportunities. Complies with requirements of Sec. 215.422, F.S. for prompt payments.Knowledge, Skills, and AbilitiesSkilled in the use of a calculator, typewriter, personal computer, facsimile machine, digital copier/scanner and telephone/Video Phone;Ability to communicate verbally and in writing;Knowledge of spreadsheet, word processing, database software, FLAIR, RDS (Report Distribution System), MyFloridaMarketPlace, BOA Works, GAAP (Generally Accepted Accounting Principles), Florida Statues and Florida Administrative Code;Ability to complete training and administer skills acquired during CPR;Ability to attain sign language proficiency level in accordance with FSDB O.P.P.1.24.Minimum Qualifications(1) year of professional or nonprofessional accounting experience and a high school degree from an accredited school, an Associate’s or Bachelor’s degree from an accredited college or university in accounting, business administration or similar field; or possession of a Certified Public Accountant (C.P.A.) certificate.Sign Language RequirementsApplicants who are selected for hire will be encouraged to learn American Sign LanguagePlease note: The Florida School for the Deaf and the Blind provides education to acquire sign language skills.Hiring Salary Range 12-month position, $37,894.48 - $45,394.48 annually.
