Job Overview

The Director of Pricing and Estimating manages the CGS team of estimating professionals. The Director is responsible for the evaluation, coordination, and development of all bid specifications, ensuring the estimating staff are knowledgeable with every aspect required to successfully bid and win projects. Ensures the technical writing requirements are completed accurately. Ensures pricing of proposals and contracts are competitive, accurate, complete, and compliant. Aggressive in follow-ups with subcontractors to ensure bids are received on time. Works with the Project Management teams to ensure follow-up on bids and budgets, ensuring accurate and complete information are provided.

Salary Range: 160K-185K

Responsibilities

Essential Duties & Job Functions:
  1. Responsible for the content and accuracy of all pricing and technical writing documents submitted in bid proposals.
  2. Researches RFP and supporting resources necessary to develop complete and competitive cost and written proposals within corporate and client constraints.
  3. Responsible for providing daily guidance and support of the Estimating Team in a Lead capacity to ensure productivity and accuracy of tasks.
  4. Ensures that accurate and sufficient supporting documentation is provided to allow formal internal and external audits of completed proposals.
  5. Performs detailed documented compliance reviews of completed cost proposals.
  6. Prepares formal responses to audit inquiries on behalf of department.
  7. Works with minimal supervision to coordinate the development of complete and competitive cost proposals within corporate and client constraints as defined by the Estimating System Manual, RFP and FAR/DFAR guidelines.
  8. Proficient with developing complex work breakdown structures that will accurately present incremental resource requirements for customer bid schedules.
  9. Communicates and coordinates with subject matter experts sufficiently to accurately define the level of effort, resources, and cost elements.
  10. Prepares formal responses to internal and external audit inquiries.
  11. Assists with organizational training and development efforts.
  12. Analyzes scope of work to be performed by means (not all inclusive) of written scope, drawings, blueprints, sketches, manufacturer's instructions and/or requests assuring compliance with current accepted trade practices, codes, regulations and all other applicable rules.
  13. Determines quantity and type of material needed by each trade group, acquiring cost, source and availability and compiles for a complete bill of material.
  14. Determines additional source for specialized tasks is required; consisting of research, composing solicitation, review of bids and recommends final determination.
  15. Recommends procedural and model refinements based on lessons learned and experience.
  16. Ensures that all Cost Proposals and Estimates are compiled in accordance with recognized estimating practices, RFP requirements and the Corporate Estimating System Manual.
  17. Ensures the development of complex financial spreadsheets for cost proposals in response to government RFPs and discussions with customers.
  18. Assists Project Managers in developing contract project start-up budgets based on negotiated contract proposals.
  19. Reviews and documents lessons learned from on-going and completed contract start-up efforts. Refines computer models to improve estimating methodologies and cost proposal effectiveness.
  20. Prepares and publishes final proposal documents using compute-based publishing software and other computer-based production technologies.
  21. Performs additional duties as required.

Job Requirements

Mandatory:
  1. B.S. degree in Finance, Business Administration, Construction Management, Engineering or a related field.
  2. Five years' experience developing formal Pricing/Cost proposals and related work breakdown structures in response to Government or Commercial solicitations.
  3. Basic understanding of government regulations and codes.
  4. Must be highly proficient with MS Excel.
  5. Must be a team player, very detail oriented, self-motivated, and have the ability to work well with others.
  6. Must possess solid written and oral communication skills.
  7. Ability to provide task oversight, prioritization and support to cost personnel.
