We are seeking a dynamic Assistant Vice President of Human Resources to lead our HR function and help position CommuniCare as an Employer of Choice . This role requires on-site presence at our Corporate Office in Cincinnati, Ohio.
Purpose Statement
The Assistant Vice President of Human Resources is responsible for ensuring effective execution of HR functions across the company, with a focus on employment law compliance, employee relations, benefits management, worker's compensation, and more. The role will provide leadership and strategic direction to advance HR initiatives across multiple states.
Key Responsibilities
Employment Law and Compliance
  • Serve as the company's expert resource on multi-state HR laws and regulations, FLSA interpretation, and mandatory compliance.
  • Partner with legal on employee claims, including OCRC, EEOC, and attorney demand letters.
  • Support Division HR and Regional Directors in managing complex employee relations issues, with a goal of minimizing litigation and employee claims.
  • Ensure compliance with local, state, and federal employment laws across all divisions.
  • Investigate and respond to employee complaints via the Navex system, coordinating with HR and legal when necessary.
Benefits Administration
  • Address and resolve daily employee benefit inquiries.
  • Act as the primary liaison with benefit vendors, managing issue resolution, invoice approvals, and annual open enrollment processes.
Worker's Compensation
  • Monitor injury rates across centers, identify trends, and react to reduce risk.
  • Oversee quarterly claims reviews for targeted centers to minimize financial exposure.
  • Supervise audits and maintain self-insured worker's compensation claim files.
Unemployment Insurance and Claims
  • Oversee process flow between the company, vendors, and local customers.
  • Conduct quarterly claim reviews and make recommendations for cost containment.
  • Lead the annual contract review with third-party administrators (TPA).
General Department Functions
  • Participate in corporate, divisional, regional, and department meetings to communicate HR plans and resolve issues.
  • Provide day-to-day support on HR administrative issues via phone or email, ensuring compliance and consistency across all CommuniCare business lines.
  • Conduct site visits to evaluate and address specific center performance and HR matters.
  • Approve new hire background checks for home office, regional, and divisional hires.
  • Assist with the development or revision of HR policies and procedures, ensuring alignment with legislation, legal decisions, or corporate philosophy.
  • Review and approve company job descriptions.
  • Support the Executive Vice President (EVP) with new acquisitions, including due diligence, employee transition, PTO, and compensation planning.
  • Escalate key HR matters to the EVP as needed.
Qualifications and Requirements
  • Minimum of 10 years of progressive experience leading HR functions, ideally in a healthcare setting.
  • Proven ability to provide HR strategic and operational leadership across multiple locations.
  • Strong communication skills, with the ability to influence and build consensus with senior leadership.
  • Exceptional written and verbal communication skills, including C-suite presentation abilities.
  • Demonstrated integrity and the ability to bring credibility to the HR function.
  • Expertise in change management, particularly in high-growth environments.
  • Experience with mergers and cultural integration/alignment.
  • Bachelor's degree from an accredited college/university required; advanced degree preferred.
  • Ability to travel 15-25% for implementing HR initiatives.
