The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. Oversees policy development, analysis and research as related to rental housing and rental subsidy programs; strategic planning initiatives; data management, analytics, and reporting; and several key compliance functions including reasonable accommodations and informal hearings. Works closely with staff that have responsibility for these functions.
Manages the Fairfax County Redevelopment and Housing Authority's (FCRHA) efforts to create and implement changes in policy and procedures under the Moving to Work (MTW) agreement with U.S. Department of Housing and Urban Development (HUD). Responsible for the implementation, integration, and management of MTW, changes to business operations and several key program areas within HCD. Manages the collection, analyses, and review of data, and makes recommendations for new and existing initiatives, policies, and procedures to improve outcomes.
Regularly interacts, on behalf of the agency director, with FCRHA commissioners and members of the Board of Supervisors. Works directly with staff from across the various divisions to study existing business processes and develop recommendations for improvements. This position works under the supervision and direction of the Director of the Policy and Communications Division.

Employment Standards
MINIMUM QUALIFICATIONS:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; Plus five years of experience related to an assigned program area.
CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Experience with the US Department of Housing and Urban Development's (HUD) Housing Choice Voucher or Public Housing Programs.
  • Experience with HUD's Moving to Work (MTW) program.
  • One or more years' supervisory experience.
  • Experience with policy development and implementation, or program management and evaluation.
  • Experience managing complex data, conducting analytical research, and reporting.
  • Knowledge of federal, state and local laws governing subsidized housing programs and public assistance programs.
  • Ability to interpret and apply complex policies and procedures in the planning, implementation, and management of projects.
  • Experience leading policy and programmatic compliance efforts.
  • Clear and concise oral and written communication skills.
  • Excellent organizational and interpersonal skills.
  • Experience with managing a diverse and highly motivated staff.
  • Demonstrated ability to function independently, make informed decisions, and meet multiple deadlines in a fast-paced environment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
