As a Housing Services Manager at DHA, you play a key role in accomplishing the agency’s goals by supporting the administration of a 17,000 Voucher Program. You will be responsible for the compliance, performance and supervision of the Housing Voucher Program staff.

Key Responsibilities 

  • Manages/directs the activities of the HCV Programs Department through delegation, managerial support and work supervision of staff members
  • Resolve program service and procedure issues. Respond to landlord and client inquiries/complaints
  • Plans and assigns tasks/projects. Directs the development of performance standards. Evaluates and monitor staff performance. Counsel, coach and train staff members; approve promotions/terminations
  • Meets regularly with HCV staff to offer support and guidance, develops recommendations and directs the implementation of solutions
  • Provides oversight of tenant certification and terminations
  • Responsible for budgets, budget revisions and financial performance of the program. Monitors monthly program income and expenses.
  • Achieves program-wide utilization rate of 97%. In accordance with the Administrative Plan, selects/places 98% of applicants on wait list. Admits eligible families in compliance with HUD requirements
  • Ensures that all participant files and 98% of annual recertifications/inspections are completed accurately and in a timely manner
  • Monitors PIC indicators while ensuring 95% family record reporting rate. Establishes process to achieve Higher Performer designation or Standard Performer on SEMAP
  • Submits performance reports for programs year-to-date SEMAP score and RIM issues bi-weekly and/or monthly as needed. Assist with special reports for program compliance, audits, reviews and external inquiries by government agencies, law enforcement, media, elected officials and the general public
  • Perform complex work accurately and in a timely manner. Balances competing priorities and analyzes affordability of various staff proposals.
  • Explain the nature of DHA programs, procedures and services to clients while maintaining absolute confidentiality of work-related issues, client records and DHA information
  • Enthusiastically promote the President/CEO’s priorities for the operations of DHA

Knowledge and Skills for Success

  • Knowledge of DHA’s organization, operations, policies and procedures
  • Knowledge of the U.S. Department of Housing and Urban Development (HUD) statutes, rules, ordinances, codes and regulations
  • Knowledge of techniques and practices for efficient and cost effective management of allocated resources 
  • Proficiency in utilizing a variety of business software programs
  • Skill in supervising staff, delegating tasks and authority, and coaching to improve staff performance
  • Skill in working under pressure of deadlines
  • High emotional intelligence to build strong working relationships with coworkers and interact with people of all backgrounds
  • Excellent verbal and written communication skills

Qualifications

  • Bachelor’s degree in Business or Public Administration, Urban Affairs, City Planning, Accounting or a related field
  • Eight (8) years of management experience in public housing, Section 8, tax credit housing, assisted apartment management, or local government housing work required.
  • Income, Rent and Voucher Program Administration Certification required within 6 months of appointment
