The Senior Director of Project Management is responsible for managing capital project delivery within a business unit in the MTA Construction and Development (C&D) Delivery Department. This position ensures project delivery is safe, efficient, on schedule, within budget, and compliant with project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.

The Senior Director monitors project status, mitigates risk, resolves project issues, and provides recommendations to senior management for critical issue resolution. This position coordinates project delivery with C&D and operating agency personnel and manages staff, contractors, consultants, and agency forces to execute capital projects safely and efficiently.

Responsibilities

  1. Manage and mentor staff to deliver complex capital projects.
  2. Coordinate project activities through project close-out.
  3. Monitor project performance against established baselines and pursue opportunities for improvement.
  4. Identify project issues and risks, ensuring timely resolution and mitigation.
  5. Recommend solutions to senior management for critical issues.
  6. Minimize the impact of project activities on agency operations and the public.
  7. Coordinate activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
  8. Ensure necessary actions, approvals, and resources are in place to support project delivery.
  9. Ensure compliance with established requirements, standards, guidelines, codes, regulations, policies, and procedures.
  10. Integrate safety and quality into project operations, managing project plans and documentation.
  11. Manage progress against project scope, schedule, and budget.
  12. Work collaboratively with Development and Contracts throughout the project lifecycle.
  13. Review and approve contract invoices and ensure accurate expenditure charging.
  14. Manage comprehensive project document control and retention.
  15. Prepare reports, presentations, research, and studies.
  16. Manage project reporting and coordination of audit/inquiry responses.
  17. Oversee staff selection, coaching, training, development, evaluation, and discipline.
  18. Create a professional environment that respects individual differences.

Education and Experience

  1. Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
  2. Minimum of twelve (12) years of related experience.
  3. At least eight (8) years in managing construction programs/projects or supervisory roles in a large, multi-faceted organization.
  4. Licensed Professional Engineer or Registered Architect desirable.
  5. PMP and CCM Certifications preferred.
  6. Significant experience in project management for major construction projects with complex systems preferred.
  7. Proven ability to collaborate with a broad range of stakeholders and drive outcomes.
  8. Excellent communication and interpersonal skills.
  9. Demonstrated ability to build relationships and work collaboratively.
  10. Ability to work effectively in a high-profile, high-pressure environment.
  11. Focus on delivering results, organizational effectiveness, and continuous improvement.
  12. Proven leadership as a change agent and innovative thinker.
