RESPONSIBILITIES:
Virginia Housing is in search of a Housing Choice Voucher Program Specialistfor our Housing Choice Voucher Program division. Additional details are indicated below. Duties/Responsibilities:
Ensures effective management and program compliance of the Housing Choice Voucher rental assistance program administered by Virginia Housing and funded by HUD; compliance with all federal, state and local laws and policies.
Manages area waitlist, issues vouchers and Performs annual and interim recertification examinations including verifications of income and allowances making sure
documents are prepared in accordance with program guidelines.
Submits payment requests for Housing Assistance Payments (HAP) contracts; prepares and submits rent overpayments to VHDA.
Prepares and executes contracts with landlords; reviews leases for compliance with the Virginia Housing Authority requirements and when applicable provides landlords with lessor obligations under 42 U.S.C. 4852d and ensures compliance.
Conducts informal review requests; coordinates hearings with tenants and the VH hearing officer; mediates complaints between tenants and landlord.
Prepares a variety of reports and other types of correspondence; maintains paper and electronic records and files; complies with record retention requirements.
Provides counseling to families and provides referrals to community resources.
Knowledge/Skill Requirement:
Comprehensive knowledge of housing and rental assistance issues and policies including landlord-tenant regulations;
comprehensive knowledge of community resources, client confidentiality and client rights;
comprehensive knowledge of the HCVP management policies and procedures; comprehensive knowledge in preparing reports and other types of correspondence;
thorough knowledge of standard office equipment, computer and associated software (Elite software, HUD Real Estate Assessment Center software);
ability to make arithmetic computations;
ability to compute rates, ratios and percentages;
ability to communicate ideas effectively in both oral and written forms;
ability to plan and supervise the work of subordinate employees;
ability to establish and maintain effective working relationships with government officials, associates and the general public.
