The Opportunity:
Do you want to be a part of solving current and future science and technology challenges for the Department of Defense (DoD)? In this role, you will support the R&D Infrastructure Director in developing policy guidance that supports the improvement of R&D infrastructure.
Work Location: On-site work in Alexandria, VA is anticipated to be one (1) day per month. Telework options are available within the Washington, D.C., commuting area.
Responsibilities:
As an Infrastructure Analyst you will:
- Provide analytic and administrative support to all DoD laboratory infrastructure and MilCon policy activities, from creation to development, coordination, management, analysis, evaluation, implementation, and sustainment.
- Develop technical materials to include program overviews, briefs, data calls, reports, position papers, metrics, plans of action, and milestones, and engage in integrated process teams or other working groups.
- Gather and consolidate data and assist in developing responses and reports to periodic requests for information and NDAA requirements from DoD leadership, OMB, OSTP, Congress, and others.
- Support all recognition activities and funding opportunities for the Central Laboratory Infrastructure Program, including call for nominees/proposals, evaluation and scoring, monitoring program and budget execution to ensure schedule alignment; analyzing program data and outcomes and assisting in the full life cycle of grants, cooperative agreements and/or contracts.
- Conduct analysis and research to survey and assess current trends in local, regional, and national infrastructure, the effectiveness of policies, statutes, DoD Instruction(s), or other directions about infrastructure development initiatives and construction development efforts by academia, industry, not-for-profit organizations, and other Federal agencies.
- Develop tracking tools to manage infrastructure and MilCon legislation and policies.
- Strategically communicate with internal and external stakeholders. Coordinate meetings, prepare communications materials, monitor websites and social media, prepare and distribute newsletters, success stories, and lessons learned.
- Support Laboratory Quality Enhancement Panel - Infrastructure (LQEP-I), including administrative support and documenting quarterly meeting minutes and activities.
- Complete other infrastructure tasks as assigned, sometimes under a tight deadline.
Qualifications:
Required:
- Clearance: Active DoD Secret
- Education: Bachelor’s degree; Specialized experience may be substituted in place of specific educational requirements.
- Experience: Five (5) years of recent and relevant experience is required. Strong preference for experience with a DoD Service's (i.e., Army, Navy, or Air Force) civil engineering office or a comparable office supporting DoD Infrastructure, Installations, or MilCon.
- Demonstrated experience in DoD infrastructure or military construction programs.
- Proficient skills in oral and written communication, MS Word, PowerPoint, SharePoint, MS Teams, Access, and Excel applications.

The proposed salary range for this position is: $62,200-$130,600
