The Marlin Alliance is seeking a Network Engineer / System Administrator who will be responsible for managing the functionality and efficiency of Navy systems and providing customer support.

Essential Duties and Responsibilities

System Administration

  1. Research, plan and execute a variety of complex system administration tasks with minimal assistance, to include the following:
  2. Install system upgrades and security patches. Coordinate with development team for guidance on software installation and configuration.
  3. Troubleshoot and resolve performance and technical issues on the virtual servers.
  4. Regularly review logs to identify errors, troubleshoot problems, and monitor general system health.
  5. Monitor disk space and memory usage for system failures or security breaches.
  6. Monitor and tune system performance and critical system parameters.
  7. Analyze system faults. Troubleshoot and run diagnostic tests to detect problems. Investigate and recommend methods and techniques for obtaining solutions. Initiate and execute reparative and preventive maintenance.
  8. Configure application monitoring tools to identify and report any anomalies that could affect system availability.
  9. Ensure the development, test, and production servers remain synchronized and up-to-date, to include software versions and configuration, and all security patches.
  10. Evaluate, install, and test commercial software during various phases of deployment.
  11. Regression test basic system functionality after making changes.
  12. Perform software audits and ensure server configuration management in accordance with the Configuration Management Plan. Support system restoration after a critical system outage such as a network interruption or database corruption in accordance with the Contingency Plan.
  13. Coordinate as needed to plan, maintain, and resolve operating system, virtual machine, and hardware issues.

Cybersecurity

  1. Perform the following tasks to ensure the system remains operational and properly secured on the Navy:
  2. Maintain awareness of, and compliance with, a variety of security vulnerability bulletins. Work as needed to implement DoD security policies, Information Assurance Vulnerability Alerts / Bulletins (IAVAs / IAVBs), Computer Tasking Orders (CTOs), and other Information Assurance tasks.
  3. Maintain compliance with the requirements in the following STIG checklists:
  • Apache
  • Application Security and Development
  • Application Server Security Requirements Guide (SRG)
  • Web Server

User Support

  1. Monitor license usage. Prompt management to purchase additional licenses before all licenses have been consumed.
  2. Create and manage user accounts in the Lightweight Directory Access Protocol (LDAP) server and the TDAD application.
  3. Serve as the first tier of user support, assisting users with issues related to XML development and the TDAD toolset.

Documentation

  1. Update and maintain technical documentation to reflect the current version of the architecture, ensure compliance to information assurance requirements, and maintain accurate acquisition-related information.
  2. Follow and maintain the System Administrator Standard Operating Procedures (SOP).
  3. Update and maintain configuration management records for all software applications that capture configuration changes, patch updates, and the current version of the architecture.

Other

  1. Work on complex problems where analysis of situations or data requires an evaluation of intangible elements.
  2. Exercise independent judgment in developing methods, techniques, and evaluation criteria for obtaining results.
  3. Serve as the system advocate when interacting with other government departments.

Qualifications

Required

  1. IAT-2 Certification as outlined in DoD 8570, which consists of a Windows operating system certification and a security certification.
  2. Minimum 5 years experience with Navy Information Technology (IT) systems administration.
  3. Experience maintaining and performing server administration, and configuring and maintaining a staging environment for integration and operational testing prior to release of application versions.
  4. Working system administration knowledge and experience with CAC authentication, Certificate Validation Authorities, Tomcat, and Apache.
  5. Experience executing Information Assurance scans (i.e. Retina) and performing the required patching, STIGging, and implementing / resolving DoD IAVAs / IAVBs / CTOs.
  6. Effective oral and written communication.
  7. Self-driven, able to work alone without daily supervision.
  8. Experience administering the following applications:
  • Windows Server 2012
  • PTC Windchill Service Information Manager
  • PTC Arbortext Publishing Engine
  • Tomcat
  • Working system administration knowledge and experience with Microsoft SQL and Win2K12.
  • Experience working with NAVWAR.
  • Experience obtaining and maintaining a Navy ATO.
  • Education:

    Bachelor’s degree in a related technical discipline.

    Job Classification: Associate II
    $75,000 - $110,000
