Job Requirements / Description

Under general direction, is responsible for safety, security and emergency readiness at Rhode Island T.F. Green International Airport and the General Aviation Airports. This role serves as the primary Airport Security Coordinator (ASC).

Essential Duties and Responsibilities:

  • Works directly with the Transportation Security Administration (TSA), Customs & Border Protection (CBP), and conducts periodic meetings with them in line with RIAC’s mission. Writes reports on these coordination meetings and informs RIAC’s leadership.
  • Works with Fusion Center and other local agencies related to emergency response.
  • Maintains and updates Airport Security Plan (ASP).
  • Maintains reimbursable and other agreements with CBP.
  • Oversees all aspects of the Security Guard contract for RIAC.
  • Oversees the Badging Office. Administer all aspects of the SIDA badging process from application through the media issuance phase and oversees TSA badging audits.
  • Works as Emergency Coordinator and develops and implements components of the Airport Emergency Plan and provides training to various RIAC staff.
  • Performs frequent walkthroughs to ensure the airport is operating safely and efficiently.
  • Maintains expert knowledge of OSHA requirements for employee and visitor safety and oversees the in-house Safety Coordinator.
  • Oversees the security camera and security access control systems.
  • Leads monthly safety committee meetings including preparation of agendas, meeting notes and any follow up.
  • Leads planning and execution of required FAA annual tabletop and triennial full scale emergency response drill.
  • Coordinates with department heads to ensure effective and safe decisions and performs accident investigations involving employee injury on duty incidents.
  • Procures materials for the department.
  • Responsible for ensuring the inspection of equipment and safe use of the equipment by staff.
  • Schedule and carry out security training.
  • Work independently in interpreting federal and local regulations as they apply to initiating criminal history record checks and legally determining eligibility of persons accessing the secure areas of the airport, namely the SIDA/AOA.
  • Create daily, monthly, and yearly reports, utilizing several computer formats, CCure or equivalent, related to badging activities.
  • Review existing applications on the security ID system for law enforcement inquiries and investigations.
  • Track lost badges; collect and receipt lost penalties from persons reporting lost or unreturned badges.
  • Generate monthly reports on the ID media computer system for the Operations Department regarding annual drivers training.
  • Maintains SMS manual. Ensures compliance with Federal, State and local safety laws as required. Maintains confidential reporting systems, compiles reports and files with the Accountable Executive of the SMS program.
  • Other duties may be assigned.

Supervisory Responsibilities:

Directly supervises the Safety and Training Officer and the Security ID Coordinators. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Qualifications:

  • Computer experience as it applies to basic Microsoft applications and building maintenance management.
  • Ability to manage many projects simultaneously and work with outside contractors.
  • Possess a working knowledge of the occupational hazards, and safety precautions of building maintenance and construction.
  • Ability to understand and carry out oral and written instructions, to include the use of a computer.
  • Ability to successfully achieve and maintain an airport security clearance to access the airfield and airport terminal building.
  • Ability to lift 50 pounds from the ground to waist level on a repetitive basis.
  • Ability to communicate using two-way radios, cellular telephones, verbal and written communication in English.
  • Assume operational, safety and security responsibilities as a representative of Senior Management.
  • Ability to communicate effectively, clearly and under pressure.
  • Ability to organize, direct and implement plans and programs in an emergency.
  • Analyzes and resolves work problems or assists staff to solve problems.
  • Knowledge of Safety Management Systems principles and risk management methodologies.
  • Knowledge of Airport emergency procedures and practices.
  • Thorough knowledge of 49 CFR Part 139 requirements for incident emergency management, training and exercise planning/operations.
  • Thorough knowledge of 49 CFR Parts 1542 and 1544
  • Complete and pass a Transportation Security Administration/Federal Aviation Administration (TSA/FAA) 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained for the duration of employment at the airport.
  • Valid driver’s license and insurable which must be maintained as a condition of employment
  • Possesses a friendly demeanor.

Education/Experience:

  • Bachelor’s Degree in Aviation Management or related field is required.
  • Minimum of two (2) years in a public safety role at a commercial airport
  • Minimum of one (1) year as a Supervisor of Safety and Security Operations at a commercial airport
  • Experience and knowledge of the National Incident Management System (NMIS) and the Incident Command System (IS-700, ICS-100, ICS-200, ICS-300, ICS-400 and IS-800).
  • Knowledge of Safety Management Systems and experience in SMS manuals, Safety Risk Assessments and incident/accident investigations preferred.

Physical Requirements:

  • Squatting, kneeling, stooping and lifting
  • Use of hands and finger to operate tools and equipment.
  • Some sitting behind a desk and view a monitor for extended periods.
  • Working in extreme cold for extended periods of time.
  • Some working at heights from lifts, roofs and ladders.
  • Prolonged standing and considerable walking.
  • Lifting up to 50 pounds from a dead weight several times a day.

WORK ENVIRONMENT:

  • Receives general direction and instructions from a superior with reasonable latitude for the exercise of independent judgement; work is reviewed upon completion.
  • Extremes of heat and cold, wind, dust and dampness may be encounter as work is performed indoors and outdoors year-round.
  • The use Personal Protective Equipment (PPE) such as, but not limited to, hard hats, safety glasses, gloves, hearing protection, high-visibility vests, jackets and shirts shall be routinely required.
  • Some exposure to dust from sanding and/or other sources.
  • Buildings at Rhode Island T. F. Green International Airport and GA Airports (SMS related only) and all landside areas at the airport.

SHIFT: Monday - Friday 8:00am - 5:00pm. Responds to emergencies on 24/7 basis.
