OCCUPANCY
MINIMUM QUALIFICATIONS:
OCCUPANCY
- Monitor tenant files and properties to ensure compliance with HOME, HUD, HTF, Rural Development, Tax Credit funding regulations and investing agencies.
- Use your strong prioritization skills to complete certification processing and ensure files are reviewed within a strict 72-hour period.
- Ensure there is a secondary review to approve all tenant recertification for income and program eligibility. Perform the secondary review as needed and audit programs for compliance.
- Support the Section 504 Agency Officer for issues regarding Reasonable Accommodations and accessibility issues.
- Ensure all leases, attachments and forms are compliant with Federal, State and Local landlord tenant laws, and with applicable funding requirements.
- Monitor federal and state laws regarding Violence Against Women Act, Tax Credit Program, and other governing regulatory developments related to affordable housing and incorporate changes into policy and procedure.
- Oversee the annual recertification process.
- Review voucher adjustments for applicable properties.
- Provide phone and e-mail support in compliance issues to property management team.
- Actively monitor funding agency notices and changes and provide property management team with detailed information.
- Build HK's compliance capacity through clear communication, information sharing and mentoring.
- Review waiting list of assigned properties for compliance.
- Conduct periodic and annual on-site file audits.
- Work with site staff to correct file deficiencies.
- Verify accuracy of electronic records prior to any file review.
- Be present for all agencies file audits.
- Work with on-site management to correct findings and prepare response, jointly create and maintain master calendar to ensure all reporting to the appropriate agencies and/or Director of Compliance are completed and delivered by the required deadline.
- Review all regulatory agreements prior to lease ups.
- Be knowledgeable in areas of Fair Housing laws for the state of Washington.
- Be knowledgeable in Landlord Tenant Laws for the state of Washington.
- Provide Property Management Team with advice and information regarding compliance, legal documents, legal processes and other aspects of tenant relations and property management.
- Monitor overall portfolio performance in regard to timeliness and accuracy of reporting.
- Provide Director of Property Management with insight and advice on issues related to property operations and portfolio performance.
- Inform Property Management team of all external compliance training available.
- Create and maintain master calendar of all completed internal and external training workshops, classes, and seminars for all property management staff.
- Work with Director of Compliance to provide training classes as needed, at least quarterly, to staff with updates, new regulations, or review of identified weak areas in regards to HOME, HTF, HUD, Tax Credit, Rural Development, Landlord Tenant Laws, Fair Housing, etc.
- Monitor annual rent & income increase publications for each county and immediately alert the Director of Compliance of new rates.
- Monitor to ensure updated income and utilities information is in Housing Kitsap software and the Web Based Annual Reporting System (WBARS) for all applicable properties.
- Organize and maintain records of compliance reports and responses for compliance operations.
- Send reminders and class dates, time, and location to all employees that have not attended required internal training.
- Participate in audit process as needed.
- Observe/follow guidelines on confidentiality rights of residents and respect their privacy.
- Maintain accurate record of hours worked and turn in timesheets and mileage records on schedule.
- Attend trainings required of employees and staff meetings as scheduled. Attend external trainings as appropriate/approved to improve knowledge and job skills.
- Contribute to and support a positive, team-oriented work environment.
- Perform other job-related duties as assigned.
MINIMUM QUALIFICATIONS:
- Education: High school diploma or GED.
- Experience: 2+ years' experience in the affordable housing industry.
- Certified Occupancy Specialist, C3P, Public Housing Specialist or USDA RD Star Certification preferred, or comple within one year of employment.
- Must have experience and be able to use the following modern office business equipment: Telephone; personal computer; computer printer; FAX machine; copier; and other equipment as technology evolves and needs arise. Experience with property management software Boston Post, Microsoft Word and Excel preferred.
- Possess a valid Washington State Driver License.
- Possess valid vehicle insurance.
- Ability to effectively communicate, both verbally and in writing, with internal and external customers in a professional and positive manner.
- Ability to maintain strict confidentiality standards.
- Ability to learn the organizational structure, procedures, regulations and requirements of Housing Kitsap and the Property Management and Compliance departments as they relate to the functions of the position.
- Must be adept at handling multiple tasks and responsibilities; have the ability to effectively change priorities quickly and to work cooperatively and proactively with department members to accomplish goals.
- Excellent problem solving, analytical and interpersonal skills.
- Knowledge of HUD, HTF, PH, USDA RD, HOME and LIHTC regulations.
