MANAGER, UNEMPLOYMENT INSURANCE

SALARY: $122,743.44 to $139,341.68 Annually (Range 66)

POSITION DESCRIPTION

Under the general direction of the Assistant Superintendent, Human Resources or the Director, Human Resources, the Manager, Unemployment Insurance administers, organizes, and supervises the maintenance of a comprehensive unemployment program in accordance with provisions of the California Education Code, the California Unemployment Insurance Code and established County Office, state and federal regulations. The Manager, Unemployment Insurance also provides support to county school districts and community colleges as well as serves as a district resource regarding unemployment matters in accordance with unemployment insurance laws.

ESSENTIAL JOB FUNCTIONS

  1. Interprets and applies laws, regulations, policies and procedures and maintains thorough knowledge of unemployment insurance laws;
  2. Reviews and applies new procedures and requirements of the Employment Development Department (EDD);
  3. Reviews and interprets proposed Assembly and Senate Bills pertaining to unemployment insurance laws;
  4. Monitors programs, passage dates and effective dates of Assembly and Senate Bills pertaining to unemployment insurance laws;
  5. Communicates, advises and transmits information accurately to Superintendents, Personnel Administrators and others as required;
  6. Conducts and attends meetings, presentations and training sessions with state, county and district personnel on current unemployment insurance practices including new and/or revised regulations;
  7. Assists school district, community college and County Office personnel in interpreting unemployment insurance laws requirements;
  8. Prepares complex databases, reports and statistical records;
  9. Maintains unemployment insurance files and records for all school district and community college personnel within San Bernardino County;
  10. Maintains department or project budgets;
  11. Serves as a resource to school districts and community colleges for unemployment insurance matters;
  12. Supervises, trains and evaluates staff;
  13. Performs related duties as assigned.

JOB REQUIREMENTS

Experience working with unemployment insurance programs, policies and procedures; working with personnel operations affecting unemployment insurance; facilitating group processes;

Skill in the implementation of programs and processes, analysis of program operations, interpretation of laws, rules, policies and procedures, writing appeals, use of PC computer systems and software;

Knowledge of laws and regulations, including the California Unemployment Insurance Code and regulations pertaining to unemployment insurance;

Ability to train, evaluate and oversee the work of office staff; analyze, interpret and apply laws and regulations; establish and manage department priorities, processes and procedures; work independently; establish and maintain appropriate project deadlines; manage multiple projects; work with a variety of individuals and groups; communicate effectively; exercise sound judgment; work with diverse groups; resolve conflict; maintain department or project budgets; travel to various locations;

Physical Abilities include sitting, standing, and walking for extended periods, reaching, fine manual dexterity, pushing and pulling, talking/hearing, near and far visual acuity, depth perception, field of vision.

MINIMUM QUALIFICATIONS

  1. Three (3) years experience working in an unemployment insurance operation working with state unemployment insurance programs, policies and procedures in a California school district, community college or a County Office of Education;
  2. Two (2) years experience preparing and managing complex databases, reports and statistical records;
  3. Two (2) years experience conducting presentations and developing presentation materials;
  4. Two (2) years experience in a supervisory or lead position;
  5. Possession of a Bachelor’s degree from an accredited college or university;

DESIRED QUALIFICATIONS

  1. Experience maintaining department or project budgets;
  2. Additional years experience in a supervisory or lead position;
