The Work Unit:

The Air Toxics and Ozone Precursor Section (ATOPS) exists within the Air Pollution Control Division (APCD), a division within the Colorado Department of Public Health and Environment (CDPHE), to provide technical ambient air monitoring expertise for both mobile and stationary air toxics, ozone precursor, and special projects monitoring. Ambient air monitoring data produced from this program is used to support and inform a wide variety of stakeholder’s interests and decision making needs. The Stationary Air Toxics (SAT) monitoring unit develops, maintains, evaluates, and modifies all stationary ATOPS monitoring assets. This work unit collects and analyzes data from all stationary platforms within ATOPS; collaborates with the ATOPS Data and Quality Assurance (DAQ) work unit to ensure that data from the stationary monitoring network is validated and of the highest quality possible. This work unit compiles, processes, and compares air quality data to perform advanced analysis to further our understanding of air quality issues within Colorado, and communicates results to all interested stakeholders, which may include: unit, section, and division staff; other local, state, regional and federal government agencies; industry partners; researchers; and other collaborators. The SAT unit is also responsible for technical support of special ambient air monitoring projects that fit within the expertise of this unit.


What you will be doing:

This position exists to supervise and manage the Stationary Air Toxics (SAT) Unit within ATOPS. The management responsibilities of this position include: ensuring all unit assets are sufficiently resourced for measurement needs; providing subject matter expertise, direction, and guidance related to the technical support and research capabilities of the unit assets; overseeing the development and implementation of new methodologies and technologies to enhance asset capabilities; managing data collection, verification, and analysis ensuring that all collected data meets strict data quality objectives; managing the writing of reports to inform stakeholder’s objectives and decisions and the collaborative distribution of reports to other government agencies and the public; developing and maintaining contracts, leases, grants, and agreements through coordination with other agencies and partners; and balancing an annual budget for the required resources for each asset. This position also exists to supervise and manage all staff within the SAT unit. The supervisory responsibilities of this position include providing direction and guidance to facilitate monitoring operations; develop and manage performance plans and schedules while balancing work loads.


Job Duties:
Supervision:
  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
  • Establish work schedules, review and approve work time and absences using the automated system.
  • Identify training and developmental needs, and provide training to develop skills.
  • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.
  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
  • Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.
  • Maintain up-to-date knowledge of Department and Statewide policies and procedures.
Develops and manages air monitoring projects:

This position is responsible and accountable for developing and managing stationary ambient air monitoring projects that pertain to the monitoring of air toxics, ozone precursor, and special projects that fit within the expertise of this unit. This position develops monitoring plans, ensures that all monitoring adheres to appropriate internal and external policies and procedures, ensures data are quality-controlled, performs scientific data analyses and reviews, interprets monitoring results, responds to data requests, prepares reports on routine and special monitoring projects, and ensures that appropriate quality assurance is completed. This position also ensures that staff are appropriately trained to perform assigned duties, allocates staff to monitoring projects and data processing, ensures that monitoring assets used within this unit are kept operational, and develops and updates standard operating procedures for monitoring equipment.


Develop and maintain contracts, leases, grants and agreements:

Coordinate with other agencies and partners. Develop and maintain contracts with local agencies, private individuals and consultants for air toxics monitoring. Perform contract monitoring to ensure compliance with State and Department requirements. Ensure that memorandums-of-agreement (MOA) or memorandums-of-understanding (MOU) are developed and updated. Develop, apply for, and maintain grants for air toxics monitoring. Ensure that local agencies and contractors are appropriately trained to perform the required work.


Research new monitoring technologies:

Researches new and emerging monitoring technologies for air toxics and other pollutants from research-grade equipment to small sensors; maintains a current understanding of technology developments; performs evaluation testing on new technologies and equipment; oversees the development of Standard Operating Procedures for new monitoring equipment.


Other Duties as Assigned:

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

Experience Only:

Nine (9) years of relevant experience in atmospheric, meteorological, or environmental science; analytical chemistry; physics; or engineering.


OR
Education and Experience:

A combination of related education and/or relevant experience in atmospheric, meteorological, or environmental science; analytical chemistry; physics; or engineering equal to nine (9) years.


PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
  • Previous experience/knowledge of working in a governmental agency, or regulatory environment.
  • Previous experience/knowledge of working with regulated ambient air monitoring platforms.
  • Previous experience/knowledge of designing, managing, and implementing ambient monitoring programs, project, or deployments.
  • Previous experience/knowledge of air toxics emissions.
  • Previous experience/knowledge of SUMA canister analysis, and the EPA National Air Toxics Trends program.
  • Previous experience/knowledge of data quality control and assurance practices.
  • Previous supervisory experience.
  • Previous experience in outreach with stakeholders.
CONDITIONS OF EMPLOYMENT:
  • A pre-employment background check will be conducted as part of the selection process.
  • TRAVEL: 1 trip per week to perform air monitoring at sites across Colorado, attend conferences/meetings.

  • Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
