OVERVIEW

Hunger Free Oklahoma is seeking a full-time Summer EBT Program Director responsible for overseeing the successful implementation and continuous improvement of the Summer Electronic Benefit Transfer (SEBT) program. The SEBT Program Director will work closely with the Chief Program Officer and Hunger Free Oklahoma (HFO) leadership to develop and enhance the program, ensuring alignment with organizational goals and compliance with USDA regulations.

The ideal candidate will possess strong leadership and communication skills, be capable of guiding a team while fostering positive relationships with contractors, Tribal and state program administrators, and program participants. They will have excellent problem-solving abilities, using data-driven insights to make informed decisions and resolve complex challenges. Adaptable and detail-oriented, they will ensure compliance with USDA regulations and maintain a participant-focused mindset, always striving to improve service delivery. Cultural competence and empathy are essential, as they will work with diverse communities, understanding and respecting their unique needs.

WHO WE ARE

Hunger Free Oklahoma is a statewide nonprofit established to leverage the power of collaboration to solve hunger in Oklahoma by improving systems, policies, and practices, facilitating public/private partnerships, and providing backbone support to existing organizations addressing hunger. HFO’s SEBT Program provides backbone, technology, administrative, and customer services support to state and Tribal program administrators to increase capacity and maximize the number of eligible children participating in SEBT.

WHAT YOU’LL BE DOING

The Summer EBT Program Director will be supervised by the Chief Program Officer and is responsible for the following:

  • Program and Budget Management - Oversee the entire lifecycle of Summer EBT projects, from planning to execution, ensuring all initiatives are delivered on time, within scope, and within budget; coordinate efforts between internal teams and external partners, managing resources to optimize program delivery; prepare detailed reports for Hunger Free Oklahoma and external stakeholders, including performance metrics, budget tracking, and compliance with USDA guidelines.

  • System Design - Lead the design and improvement of Summer EBT systems, collaborating with contractors to ensure infrastructure is scalable, secure, aligned with program needs; implement continuous improvement program, system upgrades, implementation of new features, and troubleshooting issues as they arise.

  • Contract Management - Manage relationships with contractors, ensuring that services are on time, within budget, and to the agreed-upon quality; facilitate communication between contractors and internal teams, providing oversight and feedback to enhance program effectiveness.

  • Regulatory Compliance - Maintain deep familiarity with USDA regulations, ensuring that all program operations meet federal standards; stay updated on regulatory changes and ensure that all team activities are compliant with federal and state laws.

  • Program Administrator Liaison & Communication - Act as the key point of contact for State and Tribal administrators, building and maintaining strong relationships to support program delivery in participating communities; oversee the development and distribution of communication materials for partners, ensuring they align with USDA regulations and program goals, while coordinating closely with HFO leadership on various aspects of the project.

  • Customer Service & Escalation Management - Address escalated customer service cases, providing high-level oversight ensuring swift resolution of participant issues; work closely with team members and external partners to resolve complex cases, including data errors, custody issues, and other participant concerns.

  • Supervision & Team Leadership - Supervise Summer EBT staff (i.e. SEBT Data Analyst and SEBT Senior Specialist(s), mail clerk(s)), providing guidance, setting goals, and supporting professional development; foster a collaborative team environment focused on achieving program goals, meeting deadlines, and maintaining high standards of service delivery.

WHO YOU ARE
To qualify for this job, you will have:

  • 12 or more years of relevant experience; OR 12 years in a combination of post-secondary education or training and relevant work experience
  • Excellent communication, leadership, and interpersonal skills
  • Ability to understand and convey complex concepts effectively
  • Strong organizational and analytical skills with close attention to detail
  • Familiarity with federal nutrition program distribution (strongly preferred)
  • Skills in data analysis (preferred)

This position is full-time and based in Tulsa, Oklahoma. This position requires the ability to perform medium physical effort consisting of occasionally handling, lifting, or moving objects 20-30 pounds for handling resources and supplies, and to sit or stand to complete office-oriented work up to 8 hours a day.

Hunger Free Oklahoma offers the benefit of a hybrid work schedule, allowing up to 3 days a week for remote work for much of the year. However, due to the intensive nature of benefit administration, there will be designated weeks during the summer when full-time, in-office attendance is required. Participating in the hybrid schedule requires access to reliable internet and a dedicated workspace at home. Hunger Free Oklahoma provides the necessary equipment.
