Job Announcement
Under the supervision of the Chief, Financial Services Branch, and in accordance with Generally Accepted Accounting Principles (GAAP), this position performs a wide variety of financial management, accounting, procurement, budget, and administrative tasks. Activities include financial management of General Fund and grant funded programs, monitoring revenues and expenditures, performing personnel and operating projections, preparing the Agency's third quarter review, participating in year-end/carryover processes, developing county budget submission documentation, and other administrative tasks. Produces financial reports as required by the agency, the federal government, the state, and the county such as seized asset reporting, the jail cost report, etc. Works with program staff to develop account reports for program tracking of expenses and revenue, ensures accurate reporting as monitored by general ledger code. Acts as the lead point of contact for all financial audits. Ensures compliance with federal, state and county financial requirements and regulations. Assists with the financial components of grant and contractual awards.
Responsible for purchasing, contracts, approving shopping carts, managing the agency nonlocal travel program, monitoring the agency's internal control program, and overseeing the agency's procurement card program. Leads or supports Selection Advisory Committee for agency procurements, establishes, and enforces all financial related policies and procedures, such as the internal controls program. Collaborates with staff to develop purchasing and policy solutions to complex purchasing challenges. Serves as the procurement card program administrator, responsible for ensuring all p-card users have been properly trained and utilize the program in accordance with county guidelines. Manages funding accounts for other than county appropriated funds, stays abreast of current Virginia Code to ensure funds are utilized in compliance with requirements. Serves as a subject matter expert on financial matters and budget processes in order to assist and advise program staff on how to prepare budget requests, address financial issues, and ensure programmatic compliance with federal, state and county policies.

  • Participates in the formulation and documentation of agency fiscal policies and procedures;
  • Maintains numerous fund/subfund accounts;
  • Reviews long range revenue and expenditures estimates to ensure availability of funds;
  • Prepares and/or oversees the preparation of large agency budget;
  • Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
  • Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.
Required Knowledge Skills and Abilities

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy, or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.
PREFERRED QUALIFICATIONS:
  • Experience working with governmental budgeting, accounting, procurement, or financial management.
  • Proficiency with MS Excel
  • Knowledge of Fairfax County finance and purchasing policies and procedures
  • Excellent communication skills
  • Grant financial management knowledge and experience
  • Experience working with payroll

NECESSARY SPECIAL REQUIREMENTS :
The appointee to the position will be required to complete a criminal background check, credit check, driving record check and polygraph exam to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Employee may be required to lift up to 15 lbs. Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others.
