THOR Solutions is actively seeking an experienced Navy HM&E System Sustainment Analyst to support NAVSEA PMS 443 in Washington, DC . The Analyst will develop and manage Integrated Product Support (IPS) elements for Navy systems. An ideal candidate will have been a U.S. Navy logistics specialist or machinist mate with 3M expertise.


Typical Responsibilities : The Analyst’s responsibilities may include (but are not limited to):

  • Work with key stakeholders to establish product support strategies and priorities to improve operational availability of assigned critical Hull, Mechanical, and Electrical (HM&E) systems.
  • Serve as Principal Assistant Program Manager (PAPM) and Product Support Manager (PSM) for HM&E Systems Sustainment efforts.
  • Lead efforts to develop/maintain HM&E System Sustainment policies and processes, communication plans, Memorandums of Agreement (MOAs), Task Planning Sheets (TPS), Business Case Analysis (BCA), etc.
  • Act as a primary interface between the platform "in-service" and "new construction" programs, working closely with both teams to advocate for assigned critical HM&E system sustainment products.
  • Be responsible for organizing and supporting HM&E System Sustainment meetings/forums.
  • Participate in annual flag-led Summits Sustainment and Maintenance/Modernization, Surface Warfare Enterprise (SWE) meetings, Surface Team One (ST!), and Fleet Maintenance Board of Director (FMBoD) meetings.
  • Analyze, validate, and present data for cross-organization processes and policy improvements/initiatives.
  • Solve critical problems when timely and effective decisions are necessary to balance performance and deadline requirements against costs and other resource concerns.
  • Develop and deliver program briefs to senior leadership (Flag/SES).
  • Manage multiple product support programs for the acquisition and Life Cycle Sustainment of integrated product support functions as the logistic authority, Fleet consultant, and product support subject matter expert for all assigned programs.
  • Ensure all program requirements have proper product support for assigned relevant systems throughout their life cycle.
  • Establish work assignments to be accomplished by the employees in the program, set priorities, prepare schedules for work completion.

Location: Primarily onsite at NAVSEA Headquarters in Washington, DC. Some local remote flexibility as schedule permits.


Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion.


Existing Secret Security Clearance Required: This position requires an existing DoD Secret security clearance. A qualified candidate must already possess an active full or interim Secret clearance and maintain it for the duration of employment.


Typical Knowledge, Skills, and Abilities:

  • Former U.S Navy Senior Enlisted (E-7 or above) Logistics Specialist (LS) or Machinist Mate (MM) preferred.
  • Bachelor’s degree in engineering OR relevant experience with U.S. Navy vessel engineering preferred.
  • At least ten (10) to sixteen (16) years of recent, relevant experience.
  • Advanced experience with Microsoft Office and PowerPoint briefings.
  • Excellent communication, organizational and interpersonal skills.
  • Good time management organizational skills involve keeping schedules, delegating duties, and working within limited time frames to achieve a particular objective.
