The Mayor's Office for Economic Opportunity (NYC Opportunity) works to reduce poverty and broaden opportunity by advancing the use of data and evidence in program and policy design, service delivery, and budget decisions.
The initiatives that you will work on all share the common goal of delivering more effective services and helping residents address poverty-related challenges. NYC Opportunity operates a portfolio of digital tools and offers our expertise across multiple areas, including facilitating data integration to improve social service performance, easing access to services and programs, and designing new digital and in-person services with agency partners.
NYC Opportunity builds and maintains digital and data products to improve the lives of low-income and vulnerable New Yorkers. Digital products we work on include ACCESS NYC, GrowingUp NYC, Generation NYC, Working NYC, the Workforce Data Portal, Equity NYC and Mental Health for All. Our data services include: Worker Connect, an integrated case management tool used by over a dozen City agencies; a cloud-based data lake research platform and a shared infrastructure for enterprise master data management. The team also helps define how the City of New York uses modern, agile, and user-centric approaches to build technology products.
The Technical Manager will manage and lead a team of DevOps, front-end, back-end and full-stack engineers and application system administrators in the development and maintenance of digital service offerings. The Technical Manager will work closely with the NYCO teams to deliver human-centered, data-driven digital services that are continuously improved and updated to meet the needs of all users and City stakeholders. The Technical Manager oversees resourcing needs and technology supports while also bringing new technologies and tools to bear on priority anti-poverty initiatives.
Health and Human Services (HHS) Connect is recruiting for one (1) IT Project Specialist to function as a Technical Manager, who will:
- Deliver first-in-class digital services that meet user and City needs.
- Advocate for building digital services using a human-centered design approach and
Agile methodology that supports how the City does business now and in the future.
- Guide the technical direction for the organization, including development for digital and
service innovation projects.
- Manage the technical project deadlines and schedules in coordination with Product and Data teams.
- Serve as a liaison between NYC Opportunity and Office of Innovation and Technology
(OTI) DoITT to coordinate with the Office of Technology and Innovation to ensure application
security, performance, and availability.
- Manage software security accreditation process with OTI's Cyber and Information Security teams.
- Ensure the proper technology solution is adopted and fits into the overall technology ecosystem.
- Manage vendor work scope, resources, and project execution and delivery.
- Oversee knowledge transfer and training for maintenance of systems.
- Ensure best practices are followed for all NYC Opportunity products - such as: technical
documentation and accessibility standards.
- Build a formal DevOps platform and practice that maximizes shared software assets
and enhances security and compliance.
- Foster innovation in technologies to solve key business challenges and serve as a
subject matter expert for digital technology.
- Build and strengthen partnerships with City agency technical teams and key stakeholders
to enhance, supplement and shape NYC Opportunity and Citywide digital and technology strategies.
- Hold relationships with key technical partners, such as AWS and other civic tech organizations.
- Make sure that business priorities are fully supported by the right architectures and systems.
- Bring a deep knowledge of the technology landscape and marketplace to the City, and
make sure the City effectively uses modern standards and solutions.
- Work with Directors to create an annual budget for the technology-related personnel,
infrastructure, licensing, and contracting.
- Manage and advise in special technology projects and initiatives.
Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
