Job Summary

Hybrid work environment with potential for significant telework. Some requirements to attend select stakeholder meetings or select regulatory proceedings in-person. Primary work location will be the Golden Rule Building in St Paul.

This position serves as the Resource Adequacy Advisor within the Office of Energy Reliability and Security at the Minnesota Department of Commerce, Division of Energy Resources. The Resource Adequacy Advisor will represent the interests of Minnesota residents, businesses, and governments before bodies and agencies outside the state make, interpret, or implement regional, and international energy policy. The incumbent of this position will perform complex analysis of regional markets, state and utility resource planning activities, and system operations frameworks in venues where regional and federal regulatory and policy planning or infrastructure development occurs. The north star of the Resource Adequacy Advisor is ensuring the health, safety, and economic security of Minnesotans through supporting efforts to maintain a reliable and secure energy system.

Qualifications

Minimum Qualifications

Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in utility regulation, regional markets, grid operations, or a similar field.

A Bachelor's degree in Economics, Business Administration, Engineering, or related field is equivalent to one (1) year of experience.

An Advanced degree in Economics, Business Administration, Engineering, or related field is equivalent to eighteen months (18) of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:

  • Experience with system modeling tools such as Strategist, Encompass, Plexos, or similar tools.
  • Advanced-level knowledge of utility regulation and state and federal energy policy.
  • Demonstrated ability to advance organization objectives and policy positions through both oral and written communication.
  • Proficiency in Microsoft Office Suite.

Preferred Qualifications

  • Advanced knowledge of current resource adequacy constructs and proposed market reforms by Minnesota primary regional transmission operator.
  • Advanced knowledge of policies, practices, and methodologies for integrated resource planning and other types of utility system planning.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
