A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F SCIO). A&F IT is comprised of more than 200 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently.

A&F IT is seeking a motivated and experienced Quality Assurance Tester to join the Group Insurance Commission (GIC) A&F IT development team currently and may be assigned to support other A&F teams in the future. The candidate for this position will design and develop test plans for user requirements, technical and usability verification, and validation of new and existing agency applications that are both internal and external facing.

This position requires the candidate to be experienced in software testing methodologies, technical concepts, and specifications; understand the software development life cycle; work with SQL Server and Oracle databases; write SQL queries; and be experienced in testing solutions built on the Microsoft Power Platform.

The ideal candidate must be able to:

  • Understand process design and technical requirements documentation.
  • Work both independently and within a project team to design, develop and deliver on test plans for new and existing functionality.
  • Write and execute clear, concise, and comprehensive use cases and test plans including but not limited to data exports and reports, user interface, functionality, system integration/interoperability, and smoke testing.
  • Design and execute regression test plans on an ongoing basis in response to frequent and rapid changes.
  • Analyze and build data for tests, triage defects to draw conclusions, define issues, and make appropriate recommendations.
  • Manage defects and issues using an enterprise tracking tool.
  • Act as a reliable source for early feedback on new functionality and feature changes.
  • Be flexible and adaptable in a fast-paced changing environment and juggle changing priorities.
  • Write SQL queries to load, build or validate test data.
  • Work well with SQL Server Management Studio.
  • Work well with Microsoft Office Suite (Excel, Word, PowerPoint).
  • Perform unit testing and integration testing.
  • Take ownership and accountability for determining what needs to be done.
  • Give continuous process improvement initiatives.
  • Assist in the identification, isolation, resolution, and communication of problems within the nonproduction and production environments and perform troubleshooting activities as required.
  • Quickly gain an understanding of all the components of our platform and deliver initiatives related to modernization, security remediation, End-of-life, and support of the platforms.

Preferred qualifications include:

  • Strong oral and written communication skills.
  • Ability to communicate with technical and business resources at many levels in a manner that supports progress and success.
  • Ability to understand, appreciate, and adapt to new business cultures and ways of working.
  • Self-motivated and able to work independently with minimal supervision.
  • AWS or any cloud infrastructure application is a plus.

This position is assigned to work at 1 Ashburton Pl, Boston, Massachusetts. This individual will work on-site and remotely (as approved by their supervisor).

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

  1. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.
  2. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
  3. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
  4. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
  5. An official transcript from a recognized business or vocational/technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
  6. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

NOTE: No substitution will be allowed for more than two years of the required (A) experience.

NOTE: No substitution will be allowed for the two years of the required (B) experience.
