The Traffic Engineer is responsible for the development, management, and oversight the City's traffic operations. This involves reviewing and verifying traffic issues related to new development projects, as well as serving as the primary contact for citizens and neighborhoods on traffic related issues. This position reports directly to the City Engineer, but work is regularly performed independently within professional guidelines of policies and procedures. The position involves frequent internal and external contacts, requiring considerable public relation skills in handling and involving non-routine problems. Occasional presentations and/or discussion of traffic issues at City Council, Planning Commission, and other public meetings is required. The hiring salary for this full-time, exempt position is $84,000-$115,000 (DOQ).
Position Responsibilities
Transportation Planning. Develops short term and long term plans to address the transportation needs of the City. Serves on regional committees. Supports grant applications. Completes transportation studies.
Traffic Oversight. Serves in an advisory capacity in all traffic matters such as traffic signs, traffic signals, pavement markings and lighting in accordance with the Manual of Uniform Traffic Control devices and other applicable standards. Facilitates citizen and neighborhood requests and serves as the primary contact/communicator on these matters.
Contract Administration. Prepares and/or supervises the preparation of interlocal agreements, engineering contracts, and other agreements/contracts. Provides training and policy guidance to engineers and design professionals in the preparation of these documents. Coordinates the preparation and execution of documents with adjoining cities, Johnson County, Mid America Regional Council and other governmental agencies.
Project Management. Provides excellent service to internal and external stakeholders supported by superior communication. Monitors construction contractor activities and progress to deliver projects that meet or exceed high quality standards, on schedule, and within budget. Responsible for monitoring project cost, payment of contractors, and project budget. Responsible for understanding the execution plan for the project including means and methods of construction proposed. Makes certain that proposed plans consider the overall safety of contractors and stakeholders. Responsible for understanding the project contract and enforcing the provisions of agreements in collaboration with the City Attorney. Responsible for early and regular utility coordination in collaboration with ROW Program Manager.
Development and Project Review. Serves as the traffic engineering expert in cross departmental plan review for private development and capital projects. Reviews all new traffic engineering plans for compliance with federal and state laws, City specifications and the Municipal Code.
Public Interaction. Attends public meetings. Continuously discusses projects with the affected public and primary and sub-contractors. Responds to citizen inquiries on traffic and/or pavement engineering questions.
Minimum Qualifications

  • A Bachelor's degree with course work in Civil Engineering is required.
  • A minimum of four (4) years' experience in project management, engineering design, or traffic impact studies. Traffic engineering experience is required.
  • Registration as Professional Engineer in the State of Kansas or the ability to obtain within one (1) year is required.
  • Registration as a Professional Traffic Operations Engineer is preferred.

Work Schedule
This position generally works eight hour days, Monday through Friday (excluding holidays) with a one hour lunch. Attendance at some evening meetings is required.
