The City of Redondo Beach seeks a Waterfront Manager to help oversee the revitalization and operation of the City-owned harbor area. The City’s historic Harbor and Pier area occupies over 150-acres of land and water and is comprised of a combination of publicly accessible open space, a yacht club, 1,400 boat slips, and a diverse array of private commercial businesses inclusive of hotels, restaurants, retail sales, and office space that operate on publicly owned land through leases with the City. The City’s unique harbor includes an array of historic buildings and landmarks, inclusive of Seaside Lagoon, Monstad Pier and a statue commemorating George Freeth who introduced surfing to mainland USA in 1907. The position will operate out of the Waterfront & Economic Development Department, supported by a team of six professionals, including two City employees and four contract employees, to focus on the revitalization of the harbor area. The position formally reports to the Waterfront Director.
In 2022, the City Council approved a new vision called the “King Harbor Public Amenities Plan”, inclusive of over 40 projects meant to upgrade the recreational and operational needs within the waterfront. The position will implement the projects listed in the Amenities Plan which includes a new public boat launch, revitalized Seaside Lagoon, new Sportfishing Pier, renovated docks, an upgraded pedestrian walkway, and various projects to address sea level rise. The projects will serve as a system within which other revitalization efforts can occur, including attraction of private investment to existing commercial buildings, attraction of a new hotel operator, and improving the recreational, educational, and entertainment offerings available to residents and visitors. The position will also negotiate and manage complex lease transactions with land developers/business owners, perform financial analysis and economic studies to develop strategies for development, and work with city planners and city legal counsel to ensure compliance with all applicable development and environmental requirements. The position will also assist with the creation of a commercial plan to define a strategy for revitalizing the private commercial elements of the harbor and pier.
The ideal candidate will be an accomplished strategist, have land development and urban planning expertise, and bring a portfolio of accomplishments that reflect successful project management and land acquisition skills. This position requires hands-on work such as negotiating and managing contracts, negotiating and drafting lease agreements, drafting technical staff reports, and diving deep into financial analyses, economic studies, and environmental documents. It involves communicating with developers, contractors, business owners, and will serve as the staff liaison to the Harbor Commission.

Minimum Requirements:
A bachelor’s degree in planning, public administration, business administration, finance, engineering, real estate management or a related field and five years of progressively responsible experience with local, county, state, and/or federal government experience performing similar duties, including at least two years in a supervisory or management capacity, is required.
A master’s degree in planning, public administration, business administration, finance, engineering, real estate management or related field is preferred.
Previous experience with harbors and boating is a plus but not required.

Essential Duties:
- Plans, organizes, promotes, and oversees the daily operations of the waterfront
- Supervises project managers and/or acts as project manager for Capital Improvement Program projects, Public Amenity Plan projects, general maintenance and operations projects, and a variety of special harbor/waterfront projects and events
- Prepares and monitors the Department and Capital Improvement Program budgets including: reviewing the budget status, profit/loss statements, monitoring program expenditures and revenues and making recommended courses of action
- Coordinates harbor auditing functions
- Drafts Requests for Proposal or Quote for assigned waterfront projects and activities
- Participates in or leads assigned source selection activities
- Negotiates, implements and administers assigned contracts
- For assigned contracts, ensures contractors compliance with contract terms and contract related performance and delivery requirements and remedies non-compliances
- Negotiates, implements and administers waterfront related leases
- Works closely with the Community Development Department employees, leaseholders, city organizations, and the Harbor Commission regarding entitlements for harbor/waterfront locations.
- Advises other City Departments and consultants on lease compliance, maintenance and language
- Drafts, supervises, and coordinates the work of assigned department employees and other consultants engaged in all matters involving the waterfront
- Represents the department in meetings with developers, brokers, business owners, and consultants regarding proposed projects, leasing opportunities, or any other matter related to the waterfront and economic development, as directed by the Waterfront & Economic Development Director
- Conducts various studies on a variety of administrative and operational matters and makes recommendations as necessary
- Attends various City, Council, commission, staff and community meetings and makes presentations as necessary
- Serves as a liaison to the Harbor Commission
- Represents City to the public, contractor community, leaseholders, and other stakeholders with respect to the waterfront and related projects and activities
- Prepares, supervises, and reviews correspondence including council agenda items, harbor commission agenda items, resolutions, ordinances, requests for proposal, reports, analyses and studies
- Drafts or assists other City personnel draft waterfront related policy documents and subsequent changes such as zoning, Local Coastal Program, City municipal code and regulations, and specific plans.
- Ensures waterfront projects, operations, and maintenance comply with City, state and federal laws and requirements.
- Works with waterfront stakeholders to develop and execute integrated marketing strategies, events, promotions and other activities that attract business to the waterfront, increases waterfront business health, and waterfront revenues for the City
- Provides critical thinking towards thorough and professional recommendations and completed staff work
- Coordinates waterfront and economic development issues with other City Departments
- Confers with users regarding City policies, rules, regulations and requirements and enforce policies and procedures
- Delivers responsive and effective internal and external customer service while solving problems and proactively creating sustainable solutions to issues
- Implements policies and procedures to improve departmental efficiency and internal/external customer service
- Conducts regular performance evaluations of personnel, giving frequent and specific feedback about personnel performance; holding employees accountable for doing their jobs and celebrating accomplishments and successes
- Works irregular hours including evenings, nights, weekends and holidays, as necessary; being available for call-back and automatic return to work with a reasonable response time for major emergencies, disasters, critical incidents and as otherwise required

CLASSIFICATION
This position is designated as an Unclassified Service, at-will classification exempt from coverage under the Fair Labor Standards Act (FLSA) overtime regulations.
Knowledge of: Materials, equipment, regulations, principles, procedures and/or practices necessary to perform required duties including but not limited to; budget preparation and review; basic principles and practices of public administration; lease and contract negotiations; basic principles of planning theory and practice; effective employee supervision and training; effective public speaking; and research methods and statistical analysis.

Fluent in use of MS Word, MS PowerPoint, MS Excel, MS Outlook and collaboration tools such as Zoom and MS Teams.
Required Education and Experience: A bachelor’s degree in public or business administration, finance, engineering, real estate management, urban planning or a closely related field and five (5) years of progressively responsible experience with local, county, state, and/or federal government work experience performing similar duties. Two (2) years of supervisory experience with local, county, state and/or federal government is required.
Highly Desirable Qualifications:
- Education, experience, training, and/or certifications related to Project/Construction/Program Management, Engineering, Urban Planning, California Environmental Quality Act (CEQA), and/or the California Coastal Act.
- Experience with coastal/harbor related projects, operations and maintenance, marketing/promotion, event execution, and management; CEQA processes and documents; and Coastal Act compliance, Local Coastal Program compliance, and tidelands and coastal zone entitlement processes.
- Experience with Harbor Patrol, Lifeguard, and other coastal/water-related public safety operations and regulation compliance.
- Fluency in speaking, reading and understanding Spanish.
