Director Restitution

Summary:

Safe Horizon is the nation’s leading victim assistance organization. Our mission is to provide support, prevent violence, and promote justice for victims of crime and abuse, their families and communities. Our programs are located throughout the five boroughs of New York City in court houses, police precincts, schools, shelters, and community offices. Safe Horizon’s first priority is the safety of those who seek assistance. Our programs work with clients to meet their needs so they can look ahead to a safe horizon.

One of Safe Horizon programs is to provide assistance to victims of crime by managing the process of collecting and disbursing restitution payments that have been awarded to victims in the Criminal and Supreme Courts of all five boroughs. Safe Horizon is the agency designated by New York City as the agency responsible for collecting restitution payments from defendants based on the terms of a court order and then disbursing payments to the victims of the defendants' crimes. The Restitution Unit notifies complainants of the amount of restitution ordered and reports on the status of the payments to the Court and/or the New York City Department of Probation.

The Restitution Director manages a staff of seven that operate in court buildings in all five boroughs. Data on the restitution cases is entered and maintained in a custom-built database.

Responsibilities:

  • Responsible for the overall operation of the Restitution program, including all functions described below.
  • In collaboration with Safe Horizon's Finance Department, responsible for handling the collection and distribution of restitution funds and the accounting of such transactions, in accordance with established financial controls.
  • Responsible for preparing and distributing financial and statistical reports.
  • Responsible for collaborating with court personnel, District Attorney's offices, and Department of Probation staff regarding the restitution process, whether system-wide or in individual cases.
  • In collaboration with Safe Horizon's Information Systems and Technology Department, responsible for maintaining the AutoMon Caseload Explorer system, through which case data is entered, reports are created and financial transactions occur, including accounts receivable and payable.
  • Responsible for managing staff working in, or adjacent to, court buildings in all five boroughs, including training on systems and database management.
  • Responsible for ensuring that appropriate notifications are made to court personnel, District Attorney's Offices, and the Department of Probation regarding the payment status of defendants.
  • Responsible for ensuring that victims receive a response to inquiries concerning their restitution payments and pro-actively develop communication strategies with all the constituents.
  • Responsible for managing the distribution of unclaimed funds to eligible victims who have not received full restitution payment.
  • Responsible for ensuring that restitution staff appropriately coordinate and communicate with Safe Horizon staff members in Safe Horizon's Court Programs, as well as Safe Horizon's Finance and Information Systems & Technology Departments.
  • Participate in the development, administration, and monitoring of Restitution budgets.
  • Provide community education and professional training to staff and other agencies about restitution.
  • Regularly visit all Restitution sites to coach the staff and maintain familiarity with issues at each site.

Qualifications:

  • A Bachelor’s Degree in Finance, Information Technology or related field, or equivalent relevant experience, including experience in financial record-keeping.
  • Knowledge of relevant accounting.
  • Strong analytical and problem-solving skills.
  • Ability to coach, motivate, develop, and lead a team.
  • Strong computer skills, including proficiency in Microsoft Office Suite. Ability to write reports and queries in Excel, Microsoft Access and/or Microsoft SQL Server Reporting Services (or similar application) is desirable. Programming skills are not required.
  • Excellent verbal and written communication skills. Ability to communicate diplomatically and appropriately to stakeholders in a variety of positions, including judges and other court personnel and government agency staff members at all levels.
  • Demonstrated success in handling accounts payable/receivable and complex reconciliation issues.
  • Ability to innovate, take ownership of issues and drive resolution with multiple stakeholders.
  • Strong commitment to service and quality standards as well as client satisfaction.
  • Ability to organize and manage multiple projects.
  • Ability to work under pressure and meet established goals, deadlines, and objectives.

Preferred Qualifications:

  • M.A./M.S. in IT or Finance.
  • Experience in analyzing and optimizing process flow.
  • Familiarity with non-profit organizations is helpful, as is experience in the financial services sector.

Hiring Pay Range: 74,000.00 - 83,200.00 Salaried
