The Division of Aging & Adult Services (AAS) is a Division within the Office of Adult, Aging, and Disability Services (OAADS). The Division exists to provide state leadership and supervision to all 64 county departments of social/human services in the administration of their Adult Protective Services (APS) programs and to 16 Area Agencies on Aging (AAA) in the administration of programs funded through the Older Americans Act (OAA) and State funding for Senior Services (SFSS). The Division consists of two management units that report to the Division Director:

  1. The State Unit on Aging (SUA)
  2. The APS Program

The APS program budget consists of multiple appropriation lines supporting administration of the state program unit, the APS data system, the CCU, and county allocated program administration funds. Funding sources include general funds, local cash funds; cash fund revenues from CAPS Checks, and federal grants including the Social Service Block Grant (SSBG) and Elder Justice Act (EJA) grant appropriations. The SUA program budget is comprised of multiple service lines and federal funding streams to support a variety of programs authorized by federal law and state statutes for older adults.

A hybrid work arrangement is available for this position.

This position functions as the budget and policy analyst for APS, supporting all relevant tasks needed for formulation, presentation, implementation, execution, and monitoring of fiscal matters for the APS program. The position analyzes budget and policy needs/resources in concert with long-term program plans and measures and recommends adjustments to program, office, and department leadership related to APS needs. This position is also responsible for interpreting appropriations, managing the purchasing and procurement issues applicable to the APS program, and determining leadership’s information needs in the budget arena for reporting and analysis.

While performing this duty, this position:

  • Keeps current on fiscal and statutory policy and procedures related to budget monitoring, including federal and state statutes, Federal sub-regulatory guidance, state fiscal codes and other regulatory governance, and Department protocols;
  • Develops collaborative relationships with Office & Department staff involved in budget preparation as well as with local fiscal personnel;
  • Monitors appropriations and funding sources annually to include general funds, local funds, cash fund revenues, and federal and/or state grant funds supporting the program at the state and/or county level;
  • Monitors and analyzes expenditures at the state and county level, identifies & researches variances through documentation review or communications/visits with local programs;
  • Identifies, evaluates, and elevates compliance or fiduciary concerns;
  • Works with program staff on program budget management, including identifying budget problems and developing solutions to potential issues, such as revenue shortfalls or over/under expenditures. The position is expected to work collaboratively with program financial staff in this effort;
  • Prepares monthly, quarterly and other term reports or documents detailing budget status, trends, recommendations, goals, and/or variances, including federal program performance reports for grant funds, state reports for legislators and/or regular reporting, allocation forms and memos, and ad-hoc reports for leadership, the Policy Advisory Committee (PAC) and its Sub-PACs and/or task groups, or other Department or county requestors;
  • Attends Division monthly fiscal meetings; reviews related reports and identifies errors or issues requiring follow-up. Responds to program accounting staff inquiries and works collaboratively with them to ensure all program responsibilities are met. Works closely with settlement accounting to support county APS program allocation monitoring, tracking, and technical assistance;
  • Prepares and updates annual reconciliation of program appropriations to identify impacts to and operations within Long Bill appropriations, federal grants, and cash revenue sources;
  • In coordination with program leadership, facilitates the APS formula allocation task group activities to support ongoing management and evaluation of county-allocated funding and provide accountability to the Financial SubPAC and PAC;
  • Provides guidance, recommendations, and technical assistance to leadership, managers, and administrators on day-to-day management of resources and budget execution including reporting requirements needed for the program;
  • Ensures that fiscal records are recorded correctly in Department systems (to include, but not limited to, CORE, CMS, eClearance, etc.);
  • Manages the execution of the APS budget through oversight and/or completion of purchasing, procurement, and contracting responsibilities;
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Experience Only: Seven (7) years of relevant experience in an occupation related to the work assigned to this position.

OR

Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.

Preferred Qualifications:

  • Experience managing funding and reporting for government programs at the state, county, and/or federal level.
  • Experience managing federal grant funds and reporting requirements.
  • Experience supporting human services organizations, especially Adult Protective Services, Aging Services, or other similarly structured programs.
  • Excellent writing and oral presentation skills; experience communicating policy and fiscal information to executive or high-level leadership.
  • Professional experience in accounting/finance, especially in supporting multi-million dollar budgets with diverse streams of funding.
  • Understanding of federal and state fiscal rules, government procurement practices, and/or budget forecasting principles.
  • Proven organizational and project management skills.
  • Strong computer skills; ability to navigate technological systems efficiently.
  • Ability to balance the needs and intent of Federal and State regulations and guidance with the needs of stakeholders.
  • Data analysis and interpretation skills; ability to interpret information critically to make data-informed recommendations.
  • Experience analyzing legislative and other policy issues to identify fiscal impacts.
