Go to CAPPS Recruit to Sign In GENERAL DESCRIPTION: Perform moderately complex (journey-level) budget, accounting, and financial aspects of project management, database management, and administrative work for Infrastructure Operations Division (IOD). Work involves overseeing, coordinating, organizing, and monitoring financial aspects such as operating budgets, including capital project budgets and project tracking. Work is performed under general supervision with limited latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Analyze contract terms and conditions to understand financial implications and requirements. Collaborate with cross-functional teams to gather necessary contract-related information. Identify risks, opportunities, and areas for improvement within contract financial activities. 2. Monitor financial transactions, ensuring alignment with contract terms and regulatory standards. 3. Perform financial reconciliations and variance analysis for contract-related transactions. 4. Assist in the development and maintenance of contract-related financial models. 5. Communicate effectively with stakeholders and conduct research to provide insights and address inquiries. 6. Perform all functions required to purchase goods and services in CAPPS within limits set by procurement; enter and update requisitions, create POs and perform receiving. 7. May utilize USAS to ensure payments have been made on contracts. 8. Track out-year expenses that need to be paid for all contracts, training, and certifications; advise Finance of these expenses. 9. Work with contract monitors to encumber and release funds from their contracts and ensure SOWs are standardized. 10. Review all P-card statements, ensure requisitions for credit card charges have been submitted and once the payments have been made by finance, cancel the requisition and release funds. 11. Enter data into the financial database and reconcile documents against the database. 12. Monitor and enter TFC contracts, leases, service contracts, capital projects, other projects in both CAPPS and Sharepoint to ensure they are properly updated and reported on for budgeting and compliance. 13. Monitor funds given to IOD and make fund sourcing decisions for Change Orders and other actions. Regulate coding and authority for funds, ensuring correct sources are utilized. 14. Complete assigned monthly account reconciliations and supporting documentation and keep all IOD interested parties apprised and in a timely manner. 15. Maintain documentation related to financial compliance. 16. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 17. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education High school diploma or equivalent required. Graduation or two years of college-level coursework is preferred. Experience Minimum one (1) year experience performing business or general office administration or budgeting/financial duties in a busy environment. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence. Regulatory Knowledge Thorough working knowledge of general purchasing, accounting, and budgetary methods and procedures with emphasis in construction project budgets. Knowledge of administering programs funded through various bond issuances. Knowledge of basic construction concepts and methodologies. Agency and state rules, regulations, policies and procedures relating to building construction and maintenance. Knowledge of the agencys organization and the functions and interactive relationships of the various component parts of the organization. Technology Proficiency with Microsoft Office, WebEx, USAS, Facilities Connect and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Travel and/or Schedule Availability for work after-hours, weekends, and emergencies is required. Telecommuting up to 3 days per week. Travel in city up to 1 day per month.
