The Facilities Manager is responsible for managing the maintenance and repairs of the designated Authority Facilities and non-revenue vehicles and equipment. Maintains communication and knowledge through regular meetings with functional managers and project team to ensure the facility services meet the needs of the business units and capital projects. Provides contract negotiations input to Authority, communicates repair and/or procurement capabilities. Reports to and receives operational direction and guidance from the General Manager, Asst General Manager and Multi-group managers for facility services and equipment requirements. Oversees, manages, and reviews data for accuracy and efficiency as it relates to schedules, quality control, product specifications, and other aspects of the services. Assists in delivering annual goals, objectives, service improvements, and budget plans. Supports goals, objectives, plans, and programs with all departmental managers, assisting in developing annual and multi-year service plans and capital improvement programs. Assists with development of operational budgets and contract compliance.

Duties/Responsibilities:
- Manage the maintenance and repairs of designated facilities.
- Maintain daily interaction across departmental lines, addressing work requests at each of the Authorities facilities and equipment layover facilities.
- Oversee performance of service agreements or contractor service personnel addressing various facility maintenance, repairs, and inspections, such as drop table, overhead cranes, fueling facilities, wheel truing machine, and landscape maintenance.
- Ensure compliance of certifications, licensing, and testing requirements with SCAQMD, Local fire departments, counties, state, and federal agency codes and regulations.
- Document maintenance and repair of all Authority standby power systems except for DOC MOC and Melbourne.
- Supervise assigned personnel in the orderly performance and completion of the services in accordance with established policies and procedures.
- Supervise assigned personnel in the administration functions of identified projects to ensure performance of each work order in accordance with project requirements.
- Ensure personnel receive appropriate training and development to satisfy job requirements and performance criteria.
- Manage and coordinate maintenance and repairs with other Managers (end users) of all the facilities.
- Ensure facilities are maintained and fully functional and capable of providing the intended services, meeting and complying with all regulatory codes and contract requirements.
- Perform periodic audits and inspections of facilities with Managers utilizing such facilities.
- Develop Maintenance and capital rehabilitation plans and submit to Authority for inclusion into the annual service plan or capital projects.
- Support and participate in the development of capital project improvements, rehabilitations, expansions, and additions.
- Engage in regular meetings with GM, Asst General Managers, and Authority regarding budget proposals, status, budget monitoring system updates, and closeout of projects.
- Provide daily, weekly, and monthly reports and briefings.
- Ensure services are according to plans, policies, and budgets.

Required Skills/Abilities:
- Strong written and oral communication skills.
- Ability to organize work effectively with strong attention to detail.
- Strong leadership potential and interpersonal skills.
- Proficient with Microsoft Word, Excel, PowerPoint, and/or other Facilities/Asset Management Software.
- Knowledge and experience in Project management, planning, scheduling, cost control, and quality control functions.
- Prior experience in managing Railroad facilities in a management capacity for a class 1 or commuter railroad.
- Building construction, subsystems, and industrial equipment knowledge.
- OSHA and Facilities related regulations, compliance, and testing requirements.
- Ability to distinguish colors and hear warning signals and radio and telephone devices.
- Ability to complete work under time pressure and stress emergency situations, making appropriate decisions.
- Ability to respond to and perform scheduled and unscheduled work at any time on any day of the week.
- Ability to analyze financial data and develop, manage, and control financial budgets.
Education and Experience:
- Bachelor’s Degree in Transportation, or related field—or equivalent experience.
- Microsoft Office products and Asset Management software education and experience preferred.
- Knowledge of procurement regulation, policies, and practices.
- Specialized courses or experience in building codes.
- Facilities Management Certification.
- 15 years of experience in a Senior Management and leadership capacity.
- 10 years of supervisory experience managing facilities and vehicles/equipment for an FRA Regulated commuter or Class 1 railroad or a large Construction Contractor or Building Maintenance Contractor.
- Experience with other functional service organizations, i.e., purchasing and field procurement operation.
Physical Requirements:
- Physically able to conduct inspections and carry equipment used for inspections.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to work outdoors in all weather conditions and lift objects weighing a minimum of 50lbs.
Other:
- Must have valid California Driver’s License with a good driving record of no more than 2 points and no DUIs within the last 3 years.
- Must be able to pass a pre-employment physical examination including a drug test.
Salary Range: $98,480.00 to $147,720.00 depending on experience/qualifications.
