Senior Counsel, Strategic Planning and Operations Group (SPOG), CM-0905-00

This position is located in the Legal Division, Corporate Operations Branch, Strategic Planning and Operations Group of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000.

Duties
  • Plans, conducts, evaluates, and coordinates extensive legal policy studies and analyses and presents findings, conclusions, options, and recommendations to the General Counsel and Deputy General Counsel, Corporate Operations Branch.
  • Prepares legal analysis and briefings for the General Counsel and Deputy General Counsel, Corporate Operations Branch to address employee groups, management meetings, and conferences. Develops legal analysis and memoranda on a wide variety of legal operations matters affecting the Legal Division and the FDIC.
  • Develops and oversees the execution of the Legal Division's annual and long-term strategic and operational plans.
  • Collaborates with Corporate University on training and development of in-house staff.
  • Works with Legal Division executives and managers to identify new initiatives, projects, or ongoing work related to organizational design to optimize effectiveness, efficiency, and productivity.
  • As directed, develops, implements, and oversees strategic planning efforts at the Division level. Facilitates the establishment and update of the Division's strategic plan, including establishing the planning framework, reviewing mission and vision statements, and formulating broad goals for long or short-term accomplishment.
  • Manages and supervises the activities of the Honors Attorneys, providing any necessary instruction on a range of substantive legal and procedural matters, review and counseling for their training and career development, including the preparation and review of performance evaluations.
  • As directed, develops, implements, and oversees the Division's knowledge management, human capital planning, succession planning and workforce training programs.
  • Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Salary
  • $169,217 - $275,000/year
Conditions of Employment

Bar membership required.

High Risk Position – Background Investigation (BI) required.

Employee may be relocated to any duty location to meet management needs.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience 1: Experience in leading and coordinating the efforts of employees in a group that collaborates with others outside their work unit; AND

Leadership Experience 2: Experience in assigning and evaluating work; setting priorities, timelines and expectations; and monitoring progress against goals.

Technical Experience 1: Experience in applying project management principles to effectively plan and administer training and development and knowledge management programs; AND

Technical Experience 2: Experience in providing guidance and legal advice to executives and senior officials on strategic planning.

Basic Qualification Requirement: License to practice before the highest court of a state, territory, commonwealth, or the District of Columbia and in good standing.
